This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is 75N98026Q00950 and the solicitation is issued as a Notice of Intent (NOI) of a non-competitive (notice of intent) combined synopsis solicitation to award a contract or purchase order without providing for full or open competition Virginia Commonwealth University Mid-Atlantic Twin Registry.
This acquisition is conducted under the authority of the FAR Part 12.603¿ Streamlined solicitation for commercial products or commercial services, and is not expected to exceed the simplified acquisition threshold, and the authority of 41 U.S.C. 1901 and the statutory authority of FAR 6.302-3(a)(2)(ii).
The Contractor shall perform the following tasks: 1. Institutional Review Board Coordination – prepare and submit study materials to VCU IRB and obtain approval prior to data collection. 2. Survey Development and REDCap Implementation – program online surveys in REDCap based on instruments provided by the NIMH study team. 3. SRS Licensing Coordination – work with the SRS group to secure necessary approvals for using the SRS survey. 4. Participant Selection and Recruitment – identify eligible participants from the MATR database and conduct outreach using email, mailed letters, postcards, text messages, and telephone follow-up. 5. Survey Administration and Data Collection – administer surveys to participants, including juvenile twins (with parental consent) and adult twins. 6. Participant Permission and Referral – collect participant consent for release of contact information to the NIMH study team. 7. Participant Compensation – distribute electronic gift card incentives to participants who complete surveys. 8. Data Preparation and Transfer – provide de-identified survey data and participant contact information to the Government. 9. Expected Participation – make reasonable efforts to achieve approximately 1,000 to 1,200 completed surveys over the period of performance.
