This CSO Solicitation is a competitive solicitation that is closed-open until 26 February 2026. Submissions will only be accepted following specific AOI submission due dates and times. The Government reserves the right to extend this CSO beyond the closed date by amendment if the authority is extended.
The Air Force Operational Energy Office (SAF/IE) is seeking concepts for a dual-use propulsion system for both military and commercial aircraft, with a focus on a turbofan engine rated at 35,000-50,000-lbs thrust at sea-level static. Military applications include a re-engine or technology upgrade for the C-17 Globemaster transport aircraft and potential new military platforms based on blended wing body (BWB) technology. Commercial applications target a mid-size, mid-range aircraft market. The solicitation is a two-step process: Step One requires a Solution Brief (up to 5 pages or 15 slides) covering company information, technical solution, and product roadmap; Step Two involves a Detailed Approach with a full written proposal, including technical approach, price schedule, and statement of work. The engine must be dual-use capable, emissions compliant, SAF-compatible, and enter service no later than 2030, with a production ramp-up plan delivering no less than 40 engines per month by 2035 and 80 engines per month by 2037.
