The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the areas of new synthesis techniques for polymeric materials and nonlinear optical (NLO) materials. Proposed research should investigate innovative approaches that enable revolutionary advances in material synthesis with the ability to scale to quantities relevant for application integration, culminating in the development of a prototype demonstration of a revolutionary NLO material integrated into a functional government-provided electro-optic modulator. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice, or research that pivots on exceptional claims that cannot be technically justified in the proposal. This includes:
• Proposals aiming to employ solely inorganic materials without a polymeric component
• Proposals aiming to modify/repurpose existing NLO materials resulting in incremental improvements to the state-of-the-art (SoA)
The APM program aims to catalyze future materials capabilities through scalable programmable precision polymer (PPP) synthesis approaches where sequence, orientation, and composition are programmable. Phase 1 (12 months) focuses on developing PPP synthesis capabilities and demonstrating an NLO material with metrics including n3r33 ≥ 3000 pm/V and optical loss of 1 dB/cm. Phase 2 (24 months) focuses on expanding synthesis capabilities to develop a revolutionary NLO material with n3r33 ≥ 8000 pm/V and optical loss of 1 dB/cm, and integrating it into a modulator demonstrating VpiL ≤ 0.0005 V/cm and bandwidth ≥ 10^12 Hz. The program includes four technology demonstrations, two design reviews, and independent verification and validation (IV&V) by a government team. Proposals must address four pillars: Generalizability, Polymer design, Material design, and Technology sustainability.

One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
