The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the Occupational Safety and Health Administration (OSHA) intends to issue a single contract for Architect-Engineer (A/E) design and project phasing services for a consolidation/renovation of OSHA exterior suites in the Frances Perkins Building in Washington, D.C.
This solicitation is issued and will be evaluated under the authority of Federal Acquisition Regulation (FAR) Subpart 36.102-Architect-Engineer Services, as deviated. This is a total small business set-aside under NAICS 541310-Architectural Services.

The purpose of this amendment is to provide a revised solicitation document, revised Statement of Work (SOW), and responses to contractor questions. There is no change to the closing date.
The A/E contractor shall provide all personnel, equipment, tools, materials, supervision, other items and non-personal services necessary to perform architect-engineer design and project phasing services for the OSHA consolidation/renovation project in the Frances Perkins Building. The project scope includes design (through Construction Documentation Phase) and project phasing services for the consolidation/renovation of the exterior suites along corridors N3100, N3600, and N3700, totaling approximately 37,418 square feet. Tasks include conducting information gathering/programming and producing design documents including Architectural, Interior Design, Furniture, Mechanical, Electrical, Plumbing, and Fire & Life Safety design. The A/E shall also develop a detailed Phasing Plan that sequences work by zones with minimal disruption to occupied areas, including swing-space strategies, phased plans to vacate and reoccupy spaces, temporary protections, and after-hours work. Optional services include Construction Procurement Assistance and Construction Administration, such as attending pre-construction meetings, reviewing submittals, conducting site visits, and preparing record drawings.
