Interested contractors shall provide their proposals via e-mail to the email addresses listed below. Proposals submitted must be in sufficient detail as to allow for a thorough government evaluation in accordance with the above mentioned attachments.
Proposals for this solicitation are due no later than 5:00 PM EST on Monday, August 24, 2026. Questions pertaining to this solicitation must be submitted by 3:00 PM EST on Friday, August 14, 2026.

The Contractor shall provide an enterprise-class Automated Biometric Identification System (ABIS) Platform, including software licenses for fingerprint, facial, and iris recognition engines, enterprise infrastructure (servers, storage, networking, UPS), disaster recovery components, installation, configuration, integration with IGM's existing systems via APIs and SDKs, 50 hours of instructor-led technical training in Spanish, and a 3-year on-site warranty. The system must support multimodal biometric identification, high-concurrency searches, and be capable of registering 160,000,000 fingerprints, 16,000,000 facial records, and 32,000,000 iris records. The Contractor shall also conduct Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT). Hardware delivery is FOB Destination to a freight forwarder in Doral, FL, with installation and training performed at IGM facilities in Guatemala City.
