Description:
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number N3220526Q0069 is issued as a request for quotation (RFQ). The Engineering Department of MSC requires a Contractor to provide administrative, data management and technical support for the MSC Technical Library. The Contractor will utilize the MSC Virtual Technical Library (VTL), an electronic repository and management system for technical manuals, drawings, engineering designs, engineering and technical references.
This acquisition is set-aside for 8(a) small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
This solicitation does not have a Defense Priorities and Allocation System (DPAS) rating.

Responses to the solicitation are due 08/28/2026 01:00 PM Eastern Daylight Time. Quotes must be e-mailed to Taylor Neikirk taylor.r.neikirk.civ@us.navy.mil and Stacy Ziehl stacy.m.ziehl.civ@us.navy.mil. To be considered timely, an e-mail quote must be received in its entirety in the designated e-mail inbox by the due date and time for quote submission. Reference the solicitation number on your quote. E-mail quotes shall be in either Adobe or Microsoft Office format. No other method of submission is acceptable.
The anticipated award date is 30 September 2026.
All responsible sources may submit a quote, which shall be considered by the agency.

The contractor will be responsible for daily operation of the technical library, including managing records, operating equipment, handling requests, maintaining regulatory approval files, scanning and converting documents, developing and maintaining library procedures, providing technical data management via the SAMM VTL, supporting technical manual changes, maintaining manufacturer literature, assembling and distributing technical data for ship availabilities, creating and updating engineering drawings (including CAD and 3D modeling), providing SAMM VTL support, and traveling to MSC vessels (estimated eight times per year) to inventory, scan, and catalog technical documents. The contractor must provide personnel with CONFIDENTIAL clearance, including one Engineering Technician Level VI with drafting experience, three Engineering Technician Level Vs with drafting experience, one First Line Supervisor/Librarian, two Media Specialist IIIs, two Media Specialist IIs, two Media Specialist Is, and one Library IT Systems Administrator.
