The solicitation is issued as unrestricted. See attached Statement of Work.
The solicitation number 36C25727Q0028 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-007.
The vendor must be registered for NAICS 334516 in SAM to be eligible for award. Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) interested in responding to this solicitation must be registered as an SDVOSB or VOSB in SBA.gov. (VetCert).

Late quotes or documentation may be accepted if advantageous to the Government. All comments or inquiries are to be submitted in writing to the Point of Contact, referenced above, no later than 10/19/2026 at 10:00 AM/CST. Only quotes submitted through email will be considered. Submissions in any other format (fax, hard copy) will be deemed technically unacceptable and not considered for the award.
The aggregate size of all documents submitted shall not exceed 25 megabytes (MB).
Vendors interested in providing the required services will need to submit all required documentation, detailed in the attached solicitation document, by email to Jose Campa at jose.campa@va.gov, no later than Wednesday, October 7, 2026, 10:00 AM/CST.

Provide cost-per-test electrophoresis testing including rental of one 1202 Hydrasys 2 Scan Focusing and one 1245 Capillarys 3 Octa with software and licenses; supply reagents and consumables such as Capillarys 3 Protein 6 (estimated 8100 tests), Capillarys 3 Octa reagents for Serum IT (estimated 800 tests per year), urine protein testing (2700 tests per year), urine IFE (960 tests per year), controls, wash and destain solutions, Hydragel gels, IF antisera sets, reagent cups, bins and cleaning supplies in stated quantities; and provide service maintenance including all parts and accessories for both analyzers for 12 months per year from December 15, 2026 through December 14, 2031 if all options are exercised.
