The Defense Health Agency Contracting Activity (DHACA), on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), intends to issue a Commercial Solutions Opening (CSO) for Enterprise Support Services (ESS) Next.
This announcement constitutes a draft CSO for industry review. The Government anticipates posting the final CSO within approximately three weeks.
We are not soliciting proposals at this time, and none will be accepted.
This notice is for informational purposes only. It does not constitute a formal CSO and is not to be construed as a commitment by the Government to issue a CSO nor award a contract.
The CSO seeks innovative commercial solutions to optimize and consolidate PEO DHMS's test infrastructure, which includes an on-premises data center and offsite lab facility. The solutions must address challenges such as aging hardware, inefficiencies, oversized physical and virtual footprint, and lack of centralized governance. Specific goals include preserving high-fidelity hardware-in-the-loop capabilities for JOMIS (simulating Disconnected, Intermittent, and Low-bandwidth tactical environments) and exploring innovative options to reduce centralized lab space for DHMSM (testing enterprise medical devices and peripherals). The approach should evaluate on-premises, cloud, or other hosting methodologies.
