A. SOLICITATION INFORMATION
This is a Combined Synopsis/Solicitation for commercial Preventive Maintenance (PM) Services for Government-owned Optometry Equipment prepared in accordance with the applicable Federal Acquisition Regulation (FAR) commercial acquisition procedures. This announcement constitutes the only solicitation. Quotations are being requested in response to this notice, and a separate written solicitation will not be issued.
Solicitation No. 75H70726Q00092 is issued by the Department of Health and Human Services (HHS), Indian Health Service (IHS), Albuquerque Area Office (AAO).
This solicitation is issued as a Total Small Business Set-Aside. Only quotations submitted by responsible Small Business concerns will be considered for award.
This solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01, applicable Health and Human Services Acquisition Regulation (HHSAR), and applicable class deviations.

Question Submission
Questions regarding this solicitation shall reference Solicitation No. 75H70726Q00092 and be submitted using the attached Question and Answer (Q&A) template, no later than August 13, 2026, at 12:00 p.m. Mountain Standard Time (MST).
Responses to timely submitted questions will be provided through a solicitation amendment, as applicable.
Quotation Submission

Failure to comply with the requirements of this solicitation may result in the quotation being determined ineligible for award.
The Contractor shall perform annual preventive maintenance on all Government-owned optometry equipment in accordance with OEM recommendations and applicable regulatory requirements. Services include inspection, cleaning of optical components, lubrication and adjustment, calibration and alignment, functional and operational testing, electrical safety testing, verification of manufacturer specifications, documentation, identification of deficiencies, and placement of a preventive maintenance label. The Contractor shall also provide corrective maintenance services upon Government request, including troubleshooting, diagnosis, repair, adjustment, calibration, and functional testing. Deliverables include a preventive maintenance report for each equipment item serviced, a preventive maintenance label, written notification of unsafe equipment, and recommended corrective actions.
