This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Part 12 Acquisition of Commercial Products and Services, in conjunction with FAR Part 15 Contracting by Negotiations as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
FEMA is issuing a Request for Proposal (RFP) under FAR Part 12 Acquisition of Commercial Items. The solicitation documents and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation – Revolutionary FAR Overhaul.
The Government anticipates a Purchase Order type contract that demonstrates the best value to the Government. The Government requests a proposal in response to The Statement of Work (SOW)Attachment. The proposal shall be submitted within the Technical Specifications of the SOW. The Government reserves the right to cancel this solicitation without award if the needs of the requirement are not met. This RFP does not commit to the Government to pay for the preparation and submission of a proposal.

Procurement and delivery F.O.B Destination of four (4) new or like new Tractors that meet or exceed the included specifications, including 145-150 HP, continuously variable transmission, 4x4 suspended power axle, mechanical self-leveling front end loader, and various attachments. Each tractor must come with a minimum 12-month full warranty and 36-month powertrain warranty. Delivery is required within 90 days of award to FEMA Selma MHSS at 661 Selfield Rd, Selma, AL 36703.
