This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This Request for Proposal (RFP) is issued by the Transportation Security Administration (TSA) for the procurement of Bulk Resolution Technology (BRT) systems to enhance security screening capabilities at airports nationwide. This procurement will be conducted as an open-market competitive acquisition under FAR Part 12, Acquisition of Commercial Items. This procurement will be under NAICS *334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. *

The contractor shall provide BRT solutions, associated accessories, and services including delivery to identified airports, installation and configuration with Site Assessment Testing, training for operational staff, and two years of ongoing technical support (onsite and virtual), maintenance, and software updates. The BRT solution must be based on Raman Spectroscopy technology, have a Technology Readiness Level of 8 or higher, be capable of detecting specified liquids and substances including those in opaque and dark containers, have a screening chamber with 3,800 ml container capacity, be automated with interlocks, have a configurable library, have Wi-Fi capabilities rendered inoperable, not exceed dimensions of 24 inches by 24 inches by 24 inches, and be Bottled Liquid Scanner (BLS) certified.
