Offers are being requested and a separate written solicitation will not be issued. Solicitation #140L3726Q0181 is issued as a Request for Quotes (RFQ). This RFQ is being issued as a total set-aside for small business. This solicitation incorporates provisions and clauses by reference. Description: The Department of the Interior (DOI), Bureau of Land Management (BLM) Wyoming has a requirement for manual lop and scatter for fuels reduction, conifer encroachment, improvement of grassland sagebrush steppe health, and grazing and wildlife habitat improvement on approximately 5,028 acres managed by the Buffalo and Newcastle Field Offices (BFO/ NFO). Details for this requirement can be found in the attached Performance Work Statement and maps.

Period of Performance: December 1, 2026 ¿ August 15, 2027
Location: North Buffalo Creek is 18 miles northeast of Leiter, Sheridan County, Wyoming. North Windmill Creek is 25 miles southeast of Leiter, Campbell County, Wyoming. Buck Draw project area is approximately 10 miles south of the city of Moorcroft, WY. Please refer to the attached maps for location details.
The BLM intends to award a firm fixed-price contract resulting from this RFQ using the lowest price technically acceptable (LPTA) source selection method. In order to be considered technically acceptable, the vendor must demonstrate technical capability and capacity to complete the required work in accordance with the SOW and have satisfactory past performance.
In accordance with FAR Part 12 (RFO), offerors must include the following information with your quote submission:

Pre-Bid Meeting: Pre-bid meetings for each area will be offered as detailed in the PWS. Meetings are highly encouraged but not required. Interested attendees shall contact the PIs listed in the PWS at least 36 hours prior to the scheduled date and time.
The deadline for quote submission shall be Thursday, October 15, 2026 @ 2:30 PM MDT. Quotes received after the deadline will not be considered. All quotes shall be submitted via email to David_farina@ios.doi.gov.
Attachments:
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and incidental services necessary to perform manual cutting and scattering. Work includes cutting and scattering all Rocky Mountain juniper, all sizes, with stump heights no more than 4 inches on the uphill side, all severed material cut to less than 4 feet in length and lopped to less than 18 inches in height. The contractor must utilize Avenza or similar GPS mapping to know boundaries, close all gates, and ensure all equipment is washed and cleaned prior to entry. Access is through adjacent private lands; off-road travel only when dry or frozen. The contractor is responsible for fire protection requirements including year-round firefighting tools, fire extinguishers, spark arrestors, and a fire watch from June 1st to October 15th. Work is to be completed using manual severing (chainsaw) and manual scattering of material.
