The purpose of Amendment 0004 is to provide answers to Offeror's J-5 Request for Clarifications Number 13-15.
This is a combined synopsis/solicitation for non-commercial products or non-commercial services prepared in accordance with (IAW) FAR/RFO 5.101, utilizing RFO Part 12 Procedures, RFO Part 15 Methodology, and RFO Part 18 Authorities. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number N0040627R0004 is issued as Request for Proposal (RFP) for USNS WALLY SCHIRRA (T-AKE 8) FY27 MID-TERM AVAILABILITY (MTA).
This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
The North American Industry Classification System (NAICS) Code is 336611 (Ship Building and Repairing) and the Small Business Size Standard is 1,300 Employees. The Product Service Code (PSC) Code is J999 (Non-Nuclear Ship Repair (West)).
The Government intends to award a firm fixed price (FFP) standalone contract that meets the specifications outlined below. The proposed contract action is for non-commercial supplies for which the Government intends to solicit as full and open competition. Interested parties may identify their interest and capability to respond to the requirement and submit proposals. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
The Government will award a contract resulting from this solicitation without discussions to the responsible offeror whose proposal, conforming to the solicitation that represents the best value to the Government, price, delivery, technical acceptability, past performance, and other factors considered.

Shipping terms shall be FOB Destination; therefore, proposal SHALL include ALL associated shipping costs, to include tariffs.

To be considered for this opportunity, all proposals shall be submitted via email or DoD SAFE in either Microsoft Word, Excel spreadsheet or Adobe PDF. Each proposal must clearly indicate the capability of the vendor to meet all specifications and/or requirements in the Statement of Work (SOW). The contractor shall prepare for and accomplish a comprehensive package of work items for the USNS WALLY SCHIRRA (T-AKE 8) Mid-Term Availability. The work includes, but is not limited to: general services and requirements (management, scheduling, quality control, hazardous waste management); hull and structural work (tank inspections, preservation and painting of topside and machinery spaces, mooring structure preservation, non-skid repairs, structural repairs); propulsion machinery (MDE control safety inspection, automation and propulsion control inspection, Vulkan coupling inspections, Woodward governors); electrical (PLC survey, emergency generator service, thermographic survey); communication and navigation (bridge window repairs, electronic test equipment calibration, integrated bridge equipment service, gyro system PM, VDR recertification, radio communication equipment recertification, inspection of manually operated alarms); auxiliary machinery (air compressor overhaul, drain piping renewal, cargo crane inspection, pump motor overhaul, fan motor overhaul, emergency diesel generator testing, magazine sprinkler gauge calibration, machinery space cranes and hoists inspection, gauge calibration, SCBA inspection, firefighting system inspections and tests, fire and smoke detection alarm system, portable fire extinguisher service, fire and smoke damper service, deep fat fryer and range hood fire extinguishing system, fire hoses, fire doors and shutters, water mist firefighting system, SCBA compressor maintenance); habitability outfitting and furnishings (deck surface preparation, bilge preservation, fantail preservation, galley and MSO equipment calibration, lifeboat and davit inspections, rescue boat and davit inspections, life raft certification, accommodation ladder inspection, pilot boarding equipment and embarkation ladders, deep fat fryer inspection, material handling equipment inspection and certification for aerial work platforms, forklifts, and sideloaders); HVAC (galley ventilation system and hood cleaning, laundry vent cleaning); drydocking (propeller clean and polish and hull inspection in water); and underway replenishment equipment (refurbishment of fueling at sea blocks, highline spanwire ASD fan shroud and air blower preservation, hauling winch band brake and cooling fan refurbishment, highline spanwire winch band brake refurbishment, high pressure gauge calibration, replenishing pump electric motor refurbishment, gypsy winch refurbishment). The contractor must also perform planning, document preparation, engineering, procurement, prefabrication, and shipyard production work necessary to accomplish the alterations, repairs, and maintenance.
