The Oklahoma Air National Guard intends to award a Firm Fixed Price (FFP) contract for Base-wide Overhead Doors Repair. EVALUATION OF RESPONSES / FACTORS:
Award will be conducted and evaluated under the provisions of FAR Part 12, Commercial Items and the competitive negotiation procedures of FAR Part 15, Contracting by Negotiation. The responsible offerors must be registered in the System for Award Management (SAM) database (available at: www.sam.gov), and all responsible sources may submit a proposal for consideration. Lack of registration in SAM will qualify contractor as ineligible for award. Submissions must also include a completed copy of the Offeror Representations and Certifications – Commercial Items. The Government intends to award a contract using a Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. To be eligible for award, the offeror's proposal must be rated "Acceptable" in all non-price evaluation factors. The Government will not conduct tradeoffs between price and non-price factors, and any proposal evaluated as "Unacceptable" in any non-price factor will be ineligible for award. Proposals will be evaluated based on four primary factors: Price (evaluated for LPTA), Technical Capability (the demonstrated ability to install plumbing, electrical, and finishes in accordance with the Statement of Work), Small Business Participation, and Past Performance.
The contractor shall provide all labor, materials, tools, equipment and transportation necessary to complete the work identified in the Statement of Work. Work includes full replacement of overhead doors at Building 329 (Doors #4 and #5), operational repairs to doors #1, #2, #3, #9, and full service to all 10 doors; servicing and repair of 10 sectional doors at Vehicle Maintenance Building B025; replacement of door #2 at Building 318 with an insulated door; replacement of an electric operator at Building 301; repair of the overhead door system at Building 304; replacement of the RF control system for the coiling grille at Building 402; installation of insulated doors at Building 316 (Phase 1 and Phase 2); installation of insulated doors at Building 318; and replacement of an electric operator at Building 330. All debris is to be disposed of off base with proper documentation.
