INTRODUCTION:
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20 anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price Construction Contract for the Roof Replacement at American Lake Facilities Maintenance Service at 9600 Veterans Dr. SW Tacoma, WA 98493.
DESCRIPTION:
The small flat roof above the laboratory storage rooms in Building 81 has experienced persistent leaks for several years. Although multiple repairs have been attempted, including large applications of tar, the roof continues to fail. The existing torch‑down roof will be replaced with a TPO roofing system to provide a long‑term solution. The area includes six AC units that cool the laboratory below and must remain functional nearly year‑round.
ADMINISTRATIVE:
The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 12, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS Code is 238160 with a size standard of $19 Million. The solicitation is expected to be issued in FY 2026. The period of performance is approximately 120-Calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $100,000 and $250,000. This notice is not a request for competitive offers.
The contractor shall furnish all labor, materials, equipment, and supervision to provide and install a complete TPO roofing system. This includes removing existing roofing materials entirely, inspecting roof decking and underlying materials for damage, installing new membranes, insulation, and TPO roofing system (all materials submitted for approval), installing roof penetrations and reinstalling AC units (with approved penetration designs), charging and testing AC units using a licensed technician, installing flashing materials approved by the COR, and conducting a final inspection and water test to verify performance. AC unit downtime must be limited to a weekend to minimize impact on laboratory operations.

One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what a GC or agency asks to see before they take your bid seriously.
