Naval Air System Command (NAVAIR), PMX-280 Tactical Tomahawk, Patuxent River, MD, intends to negotiate and award a sole-source Contract for the Low-Rate Initial Production (LRIP) of the Joint Multiple Effects Warhead System (JMEWS) to Raytheon Company, (Raytheon) Tucson, AZ 85756-9367. Since 1994, RMD has been the sole developer, designer, and manufacturer for the Tomahawk missile. RMD is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. RTX solely possesses the current configuration and manufacturing data for the Tomahawk Cruise Missile required to complete these efforts. The warhead suites are designated for the Tomahawk Block Vb missile variant. This effort transitions the JMEWS program from its Engineering and Manufacturing Development (EMD) phase to production.
NOTE: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one responsible source under authority of FAR 6.302-1. All responsible sources may submit a capability statement, which will be considered by the Navy. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
