THIS SOURCES SOUGHT is being issued by the Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD). NSWCCD is seeking potential sources capable of providing Corrosion Preventative Compounds that meet the attached minimum specifications.
NSWCCD intends to issue a solicitation/synopsis in the upcoming months to meet mission requirements. Prior to issuing a solicitation/synopsis, NSWCCD is requesting information only in determining the interest in submitting quotes on this proposed solicitation/synopsis in order to make an informed determination regarding procurement strategy. A copy of the DRAFT Minimum Specifications is attached.
SUBMISSION OF RESPONSES: Responses shall include brief information regarding the appropriate set-aside category and the ability to provide the required products/services to meet the Government's needs and how the company will meet the minimum requirements.
A cover page for the response shall be included. The cover page, at a minimum, shall include:

While the primary classification for this posting is NAICS 324191 (Petroleum Lubricating Oil and Grease Manufacturing), the Government recognizes that capabilities and viable solutions may reside within related industries. This is a request for information only and is not a Request for Quotations (RFQ) or announcement of a solicitation and does NOT constitute a RFQ. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. This Sources Sought request is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.
The Government WILL NOT PAY for any information received in response to this request for information, and the Government will not compensate the respondent for any cost incurred in developing the response to this Sources Sought Request.
The RFI seeks information from vendors capable of supplying persistent corrosion preventative compounds that provide continuous corrosion prevention for no less than 2 years in an ISO 12944 – C5 (very harsh) environment, are shelf-stable for a minimum of 2 years, do not accumulate dirt or debris, can be applied in environments with temperatures of 75-110ºF and over 90% humidity, and are non-permanent coatings. Product types of interest include greases, lubricants, oils, and waxes. Vendors must submit a capabilities statement addressing technical capability and data, including SDS, TDS, and product literature.
