This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), Port Hueneme, California intends to issue a request for proposal (RFP) under solicitation number N3943026R4002 for a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Ocean Infrastructure (OI2). The work will be performed in environments ranging from arctic to tropic and at all water depths.
Operations may include but are not limited to construction, installation, maintenance, inspection, and repair in support of NAVFAC EXWC. The offeror shall provide vessel(s), vessel services, conduct logistics, facility support, environmental services, and equipment necessary for NAVFAC EXWC to support its missions as required. The offeror shall operate and maintain the vessels mission readiness, including vessels, workboat, unmanned vehicles (e.g. autonomous underwater vehicles, AUV, and remotely operated vehicles, ROV, and associated deck equipment as specified under individual task orders.
The offeror shall acquire, operate, and maintain shore facilities, offshore facilities, and associated equipment as specified under individual task orders. The work involved includes the following:- Development, manufacturing, integration, survey, installation, repair, and recovery of ocean infrastructure, related equipment and facilities, and/or components,- Test and evaluation of existing ocean infrastructure and/or individual components,- Activities to include but not limited to operation, leasing, repair, and maintenance of existing and new ocean infrastructure, equipment, platforms, and/or individual components to include boats, ships, aircraft, facilities, cranes/forklifts, equipment and devices, AUV, and ROV. Market research was conducted in April 2026, and it was determined that there were sufficient small businesses capable of performing the work to allow for a 100% small business set-aside.
The NAICS Code for this procurement is 541330 - Marine Engineering and Naval Architecture (Exception 3) and the current size standard is $47,000,000. The market research determined to solicit this procurement as a total small business set-aside. The Government intends to award the resulting contract to one (1) contractor.
The contract term will be a base period of sixty (60) months or five (5) years and an optional 6-month extension. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six (6) months under the Option to Extend Services clause.
This is not a new requirement, and it will replace a contract for similar services awarded in 2023 (N39430-23-D-4050), which period of performance (POP) ends on 08 November 2027 with a 6-month option extending the POP to 08 May 2028. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.
