Commander, Navy Installations Command (CNIC) requires contractor support to provide transition and resiliency programming that incorporates a variety of deliverables that may include in-person training, virtual training, webinars, digital resources and physical materials for military-connected youth and professionals serving in Child and Youth Programs (CYP) across Navy, Air Force, and Army Reserve installations. The program will support military children and youth experiencing transitions such as relocation, deployment, reintegration, and other life changes by equipping youth leaders and CYP professionals with structured peer-to-peer resiliency tools.

Work performed under this contract will provide training, curriculum, program implementation support, and resiliency resources that enable School and CYP professionals to successfully implement a structured youth resiliency and transition support program within their youth programs. Programming shall empower youth to support peers experiencing military-related transitions through leadership development, mentorship, and peer-support initiatives. Tasks include initial training (face-to-face at each site, minimum two consecutive six-hour days), annual refresher training (face-to-face at each site, minimum one six-hour day), virtual orientation sessions, virtual training and assistance, provision of physical and digital resource materials, development and delivery of an e-learning webinar series (minimum two times per year, one hour duration), non-reoccurring peer-evaluated research of program outcomes, customer support (phone, email, web resources, reports), and worldwide travel for installation visits and training delivery.
