The mission and Installation Contracting Command (MICC)- Ft. Bliss, TX intends to issue an Invitation for Bids (IFB) to award a single firm-fixed-price contract to provide for the construction and completion of the work described. The Contractor shall furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract. Contractor shall replace 6 HVAC Carrier rooftop units with new TRANE HVAC units of the same capacity as listed in the building schedule or approved equivalent. Work is located at building 1611, within the Fort Bliss TX Installation.
The contract duration is 270 days after notice to proceed. This project is a Total Small Business set aside. The North American Industry Classification System (NAICS) code is 238220, with a size standard of $19,000,000.00. The magnitude of construction is between $1,000,000 and $5,000,000. The solicitation will result in a Firm-Fixed-Price (FFP) contract.

The contractor shall furnish all labor, material, equipment, tools, transportation, and supplies necessary to replace 6 Carrier rooftop units (A8, A10, A11, A12, A14, A15) with new TRANE units of the same capacity or approved equivalent at Building 1611, Fort Bliss, TX. Work includes providing high-efficiency units, hail guards, programmable thermostat sensors, filters, factory-made adapt-a-curb, economizer, barometric relief, hinge access doors, compressors, and all associated appurtenances. The contractor must seal all roof penetrations, install new ductwork per SMACNA standards, provide and install condensate piping, perform electrical connections including new breakers and disconnects, test and balance the new units by an independent TAB contractor, and remove and reinstall smoke detectors. The contractor must also recover and dispose of R-410A freon, provide temporary cooling/heating during construction, and comply with all applicable codes and regulations. The work is in an occupied facility (the Post Exchange) and must be coordinated with the COR and tenant.
