Prospective quoters must be registered in sam.gov. All SDVOSB/VOSB must be registered and current in U.S. Small Business Administration (SBA VetCert) at Veteran Small Business Certification (sba.gov) to be eligible for award. Contractors that submit quotation for SDVOSB/VOSB set asides that are not listed in VIP will be deemed non-responsive.
All quotes shall be submitted via email by August 26, 2026 at 3pm, EST. All interested contractors shall submit quotation via email to Contracting Officer, Charles.willis@va.gov. Prospective contractors are responsible for downloading attachments, and any issued amendments from https://beta.sam.gov. Late proposals will be processed in accordance with FAR 52.212-1(f), Late submission, modifications, revisions, and withdrawals of offers.
The contractor shall provide all staffing, equipment, transportation, storage, and materials to perform flooring installation services including demolition, removal, and disposal of existing flooring and carpet, minor floor preparation (including skim coat), and installation of new flooring materials such as LVT, VCT, sheet vinyl, carpet tile, epoxy flooring, cove base, and heat welding. Work will be performed at the Baltimore VA Medical Center (10 N Greene St, Baltimore, MD), Loch Raven VA Medical Center (3901 The Alameda, Baltimore, MD), and Perry Point VA Medical Center (361 Boiler House Road, Perry Point, MD). The contractor must provide a project manager or project designer and installation foreman onsite, and all work shall be performed by fully qualified personnel. The contractor is responsible for debris removal, safety precautions, and compliance with all applicable laws and VA security requirements.
