The City seeks proposals from qualified professional planning or engineering consulting firms to develop the Plan and to update the City’s Traffic Management Process (TMP) to align with the Plan. This RFP describes the scope of work, selection process, and required proposal content. Proposals will be evaluated based on qualifications, experience, implementation plan, and cost. The City reserves the right to select a firm based on criteria that serves the City’s best interests.
No Proposals shall be considered unless submitted electronically via email to the project manager by the submittal deadline. The City of Fitchburg reserves the right to reject any or all Proposals, to waive any informalities in the process, and to award the Contract in the best interests of the City.
The selected firm will work under direction of the Project Management Team to perform tasks including: project management (kick-off meeting, monthly check-in meetings, schedule development, steering committee, grant reporting); review and integration of existing plans and policies; data collection and analysis (minimum locations include 31 signalized intersections, 17 roundabouts, 5 interchanges, and all HIN locations; minimum data types include 5-year crash history, speed data, motor vehicle volumes, bicycle and pedestrian volumes; minimum analysis includes contributing factors to fatal and serious injury crashes, City-specific high-injury network, LOS analysis, and concept designs); public outreach and engagement (City-wide survey, two public information meetings, two steering committee meetings, two City committee/council meetings); development of an implementation strategy (project priority ranking, possible grants, pilot projects, implementation schedule, concept designs, approximate costs); and development of a draft and final Comprehensive Safety Action Plan and updated Traffic Management Process.
