RFP ADDENDUM # 1
RE: Request for Proposals – Structures Engineering Services 2027
The Request for Proposals (RFP) for the above-mentioned services has been modified
to clarify the RFP by addressing the following questions:
1. The experience Page 12 of the RFP indicates that AOT is specifically looking for in
this proposal is ‘demonstrated experience with complex rail rehabilitation and
reconstruction design and engineering.’ Is this accurate, or is the AOT’s focus for us
to demonstrate bridge and culvert rehabilitation and design engineering through this
submission?
A: Yes, the railroad design SOW was included in the previous 2022 RFP and
will also be included in the 2026 RFP. Reference the Attachment A: Scope of
Work section IV. Paragraph 2, bullet C. “In addition to the bridge design-
related tasks the requested services may include ancillary tasks related to the
design of transportation facilities that include but are not limited to”.
2. Given the broad nature of this selection and indication that this is a qualifications-
based selection (QBS), can you please confirm cost proposals (pages 8-9 of RFP)
should be submitted and that we should provide a breakdown of rates as part of our
financial information submittal (pages 9-10) at this time?
A: Correct.
3. Pages 10-11 of the RFP discuss Financial Information. If we already have current
audited FAR-compliant financial statements on file, would you prefer we re-submit
this information, or would an upload to the audit FTP site of a letter stating such
information is on file suffice?
A: A letter stating financial documentation is currently on file is sufficient.

4. In regard to the Certification Regarding Lobbying form, RFP page 8 provides
suggestions for completing page 2 of the form. The Lobbying form provided on page
109 of the RFP only has one page. Question “b” of that form shows a link to a
Certification Regarding Lobbying (state.gov) form. The link does not function. I was
able to find a 2-page lobbying form online on your website (see attached). Please
confirm that the attached is the correct two-page form to complete and submit with
our proposal.

5. Is less than 12-point font acceptable on charts/graphics and the organizational
chart?
A: Yes.
6. Can VTrans please confirm that the Cover, Table of Contents, and Tabs are
excluded from the page count?
A: Correct.
7. The forms required under the Required Certifications/Documents all have a running
footer for “RFP Historic Preservation Services 2026.” Can VTrans please confirm it
is okay to still use these forms for this submission?

8. Under the evaluation criteria for Technical Capability/Approach, the RFP lists
"experience with complex rail rehabilitation and reconstruction design and
engineering,” but the scope of work focuses on "bridge and other transportation
structures projects” (RFP page 12). Can VTrans please confirm if complex rail
rehabilitation experience is required for this contract, or if transportation structures
experience is the primary consideration?
A: Please see the answer to question 1.
9. Under the Key Personnel evaluation criteria (RFP page 13), the RFP states that key
personnel must meet "the Secretary of the Interior’s Professional Qualifications
Standards as specified in 36 CFR Part 61.” Since this is a standard for historic
preservation rather than structural engineering, could VTrans please clarify if this
requirement applies to this solicitation?
A: This was an error and does not apply to these services.

10. Page 2 states a six-year maximum term, but Attachment S on page 120 describes
different optional extensions. What is the intended contract term?
A: The correct duration is as follows: AOT will enter into contracts, with an
initial term of two (2) years with the option of extending for two (2) additional
two (2) year period(s) for a total maximum duration of six (6) years.
The revised cost proposal has been included with the new file on our website
to address the incorrect footers noted in the answer to question 7.

11. Pages 9–11 list required financial documents. Which documents must firms with
current FAR-compliant records already on file with AOT Audit resubmit for this RFP?
A: Section A – Breakdown of Rates would still need to be submitted. Section B
would not need to be resubmitted.
12. Page 13 requires Key Personnel to meet the Secretary of the Interior’s Professional
Qualifications Standards under 36 CFR Part 61. Which proposed positions must
meet these standards?
A: Please see the answer to question 9.
13. Pages 6–7 require resumes and define Key Personnel. Are resumes required only
for individuals meeting the RFP’s Key Personnel definition?
A: Yes.
14. Pages 5–8 identify the sections included in the 20-page limit. Do divider or tab pages
count toward the limit?
A: No.
15. Page 7 requires anticipated subcontractors to be identified, while pages 18–20 list
the required services. Some of the ancillary services listed on pages 19 and 20 are
likely to be uncommon. Which of those specialty services must be assigned to
named staff and/or firms in the initial proposal?
A: As much as possible all subcontractors that you intend to use should be
provided in the proposal. When a specific Work Order Request (WOR) is
issued for a project, the consultant must provide the Contract Manager with
the subcontractor that they intend to use and it must be approved in writing
and sent to Contract Administration for inclusion in the list of approved
subcontractors. You will not be able to provide a scope and fee against any

WOR if the subcontractor has not already been approved. Not having the
subcontractors already approved with the RFP may delay your ability to
provide a proposal and you may not be able to propose or be awarded the
project. We recommend including all subcontractors that you may use.
Please see paragraph 1 on page 4 of the RFP and the additional information
provided in Section F on page 7 of the RFP.
16. Attachment I on pages 100–104 describes the DBE program but does not state a
contract-specific goal. Is there a specific DBE goal for this contract?
A: In FY 2025-2027, VTrans intends to expend 1.5% of the Federal financial
assistance received from FHWA with small business concerns owned and
controlled by socially and economically disadvantaged individuals
(DBEs). VTrans estimates that we will meet our goal of 1.5% through race and
gender-conscious program.
17. Page 12 requests experience with “complex rail rehabilitation and reconstruction.”
Should “rail” read “bridge”?
A: Please see the answer to question 1.
18. Pages 3, 28, and 32–33 establish firm-fixed-price work and invoicing provisions.
What types of assignments does AOT expect to issue using firm-fixed pricing?
A: Firm Fixed Price are utilized when the scope of work is well defined and the
services are not complex. An example of when FFP is used would be for
constructability reviews.
19. Please confirm the footer reference to “RFP Historic Preservation Services 2026”
should state “RFP Structures Engineering Services 2027” on all pages where
referenced.
A: Correct.
20. On pages 8 and 9 of the RFP, the information being requested for Cost Proposal is
not consistent with our experience on previous VTrans Structures contracts or the
manner in which task orders are typically issued under federally funded VTrans
Structures assignments. Please confirm this Cost Proposal requirement is intended
for this Contract. If not, please clarify whether this language was inadvertently
carried over from the Historic Preservation Services RFP.
A: The payment provisions for this solicitation differ from the prior solicitation
as outlined in Attachment B – Payment Provisions. The cost proposal is for
the hourly rate payment provision option.

21. On page 12 of the RFP, should the first bullet point under Technical
Capability/Approach reference "bridge rehabilitation and reconstruction" instead of
"rail rehabilitation and reconstruction"?
A: Please see the answer to question 1.
22. General: The footer of the RFP indicated “RFP Historic Preservation Services
2026”. Please confirm the requirements throughout the RFP are reflective of the
2027 Structures Engineering Services RFP.
A: Correct. The footer was an error.
23. RFP Page 6, Sections D and E: Will introductory narratives be allowed within the
Organizational Chart and Key Personnel sections? If so, will this content count
towards the 20-page limit?
A: Introductory narratives are allowed and will be included in the 20-page limit.
24. RFP Page 8, Burdened Classification Rates: Please clarify how these rates will be
used at the Work Order level. For example, will classification rates only be used for
Best Value WOR’s, while Cost Plus Fixed Fee contracting will be used for
Qualifications Based WOR’s? Please also confirm that Cost Plus Fixed Fee
contracting is based on current rates and overhead (indirect) rates and not based on
the classification rates.
A: The type of payment provision will be determined and identified at the work
order level by the Project Manager submitting the WOR. The fully burdened
rates will be used for work authorizations that are Hourly Classification Rates.
Cost Plus Fixed Fee is based on direct labor, overhead, FCCM, and direct
expenses.
25. RFP Page 9: Please confirm classification rates for subconsultants need to be
provided. If so, should these be provided on separate Attachment S forms for each
subconsultant?
A: Subconsultant classification rates are not requested.
26. RFP Page 12, Item 1 – Please confirm the first bullet is applicable to this RFP.
A: Please see the answer to question 1.

27. RFP Page 13, Item 3 – Please confirm the last bullet is applicable to this RFP.
A: Correct.
28. QC/QA Details: RFP Page 25 , Section D, indicates the design consultants “will be
required to have a documented QC/QA management system submitted to the
Agency substantiating how it will follow the VTrans Structure Section QC/QA
Program Manual.” Please clarify when this manual should be submitted in relation to
the QC/QA content requirements and evaluation criteria identified on RFP pages 6
and 12.
A: Proposers should include all documentation of their QC/QA management
system in its entirety for scoring. The QC/QA management system is being
scored in the technical capability / approach with a weight of triple. The QC/QA
management system documentation is intended as a page exclusion and not
included in the max 20-page count. Proposers may create a section in their
proposal referencing the QC/QA management system summarizing it.
29. In the Contractor Financial Information, Section B Financial Documentation of the
RFP (page 11 of 120), it lists the financial information required for us to have on file
with VTrans for the recently completed fiscal year. Our financials were sent to
AOT.audit@vermont.gov in late June 2026. For purposes of this proposal submittal,
what is required to be included as financial documentation? Is a letter stating our
financial documentation is currently on file with VTrans sufficient, or should all the
documentation be included in our proposal submittal?
A: Please see the answer to question 3.
30. Cost Proposal – Format and Content
The RFP (page 9 of 120) notes that “The submitted rates in this proposal will be
binding on the proposer for work at the work assignment level. The rates submitted
and included in the Primary Contract will be in effect for original two-year term of the
Primary Contract…Cost escalation of rates is not allowed...AOT will use the
submitted rates to evaluate cost reasonableness and realism in the award of the
Primary Contract…”
Is the intent of the fully burdened submitted rates that are not subject to cost
escalation for two years solely for evaluation of cost reasonableness and realism in
the award of the Primary Contract?
A: No, the fully burdened hourly rates will be in effect for the original term of
the agreement. During the amendment process, rates may be updated. The
rates provided and included in the Primary contract will be the rates that must
be used for any hourly classification rate work authorization.

31. Attachment B Payment Provisions
Attachment B Payment Provisions suggests that assignments may have Hourly
Classification Rates, Cost Plus Fixed Fee, or Firm Fixed Price payment provisions.
Fully burdened rates not subject to cost escalation for two years fits well with the
Hourly Classification Rate payment provisions. It does not fit into Cost plus Fixed
Fee or Firm Fixed Price payment provisions.
• For Hourly Classification Rate assignments, please confirm that the fully
burdened rates not subject to cost escalation for two years will be used for
scope and fee development and invoicing. Also, please confirm that we will
not have to provide a breakdown of direct rate, overhead rate, profit, and
FCCM for both scope and fee and for invoicing.
A: The fully burdened rates are not subject to cost escalation and will be in
place for the original term of the agreement. The breakdown of hourly
classification rates is provided during the RFP stage so AOT Audit can
verify the calculation. You will only need to provide another break out
when you update your rates during the amendment phases.
• For Cost plus Fixed Fee assignments, our interpretation is that fully burdened
rates that are locked in for two years cannot be used since we are to be paid
for the actual cost of our services plus the audited OH rate for that year,
FCCM for that year, and fixed fee. Please confirm that our interpretation is
correct, and that direct labor rates, OH rates, and FCCM are subject to
change each year.
A: Correct
• For Firm Fixed Price assignments, please confirm that the fully burdened
rates only apply for scope and fee development and establishing the project
budget, and that we will not have to provide a breakdown of direct rate,
overhead rate, profit, and FCCM. Also, please confirm that invoicing will occur
monthly (per Attachment A, Section V.C.2.) and on a percent complete basis.
A: Firm fixed prices will not require any breakdown of rates or costs, as
this is an all-inclusive price, that is billed by deliverables or percent
complete.
32. In the Evaluation of Proposals section on page 12, it says, “Demonstrated
experience with complex rail rehabilitation and reconstruction design and
engineering” is the first bullet. What types of railroad projects are anticipated for this
contract?
A: Please see the answer to question 1.

33. Is VTrans asking for two separate financial submissions? The Cost Proposal Form
which is Attachment S and the Contractor Financial Information pdf?
A: You can submit it all as one submission for the financial submission.
34. On page 9 under Section A. Breakdown of Rates, a breakdown of rates by
classification is asked for the key personnel identified. Key personnel are defined on
page 6 as mainly senior people such as Executives, Senior Managers, Project
Managers and Senior/Lead Engineers. Can you confirm that VTrans wants only rate
breakdowns for these levels of personnel and not lower levels too?
A: The breakdown of rates must be calculated for any classification you
intend to bill for. For multiple individuals an average will be calculated based
on direct labor for all that will bill under that classification.
35. On page 10 under requirement No. 1, it says, “The list of individuals should be
consistent with the information provided in your Technical Proposal”. Is VTrans
looking for the names and actual direct rates of the personnel listed in the
proposal? Or just rates by classification?
A: The breakdown must include the direct labor costs of the individuals that
you will be billing under each classification. The individuals should be
consistent with the key personnel you listed in the technical proposal. For
lower level classifications, they may contain individuals not listed as key
personnel. They will still need to be named in the breakdown. This
information is reviewed by AOT Audit to ensure your calculations are
consistent with the requirements. You would show all individuals under that
classification their direct labor and then the average that you calculated based
on the direct labor.
36. Regarding the forms listed on page 8, please clarify if forms 1-4 only need to be
submitted by the prime, or if subcontractors need to submit them as well.
A: 1-3 only need to be submitted by the prime. The prime should submit Form
CA-109 for themselves and any subcontractors.
37. Regarding the Certification Regarding Lobbying listed on page 8, item 2, the
language indicates there are two pages to the form, but only one is provided in
attachment L on page 109. Please provide page two or clarify if we should disregard
the related instructions on page 8.
A: We have updated the language in our template to the following:
“Certification Regarding Lobbying – All proposers must certify that no Federal
appropriated funds have been paid or will be paid to any person for
influencing or attempting to influence an officer or employee of any Federal

agency or Congress. Any such lobbying activities must be disclosed to the
appropriate Federal agency using Standard Form - LLL.”

38. On p. 12, under Technical Capability/Approach, is it correct that VTrans would like
consultants to provide demonstrated experience with complex rail rehabilitation and
reconstruction design and engineering?
A: Please see the answer to question 1.
39. In Attachment Q, the text says “Provide a summary of three (3) recent projects,” but
Section G on p. 7 says “at least three.” Are we limited to providing only three
projects, or may we provide more?
A: You may provide more than 3 past performance forms. However, it will
count toward the 20-page limit.
40. In Attachment S, the extension period differs from the extension period mentioned
on p. 2. Which is correct?
A: Please see the answer to question 10.
41. On Page 12 of 120 Section 1 1. Technical Capability/Approach states the following;
“The proposal clearly indicates how the proposer will deliver timely, high-quality,
compliant, and cost-effective services to meet AOT’s needs. Specifically, the
proposal demonstrates:
• Demonstrated experience with complex rail rehabilitation and reconstruction design
and engineering.”
Is this statement included in the bullet correct or should this reference “structure
rehabilitation and reconstruction design and engineering” instead of “rail
rehabilitation and reconstruction design and engineering”? Are rail bridge structure
rehabilitations and/or replacements anticipated to be included under this primary
agreement?
A: Please see the answer to question 1.

42. Can photographs and captions be used on the divider pages? If so, will they be
counted in the 20-page limit?
A: Yes they can be used as divider pages and will not count toward the 20-
page limit.
43. If incorporated, will divider pages be counted in the 20-page limit?
A: No.
44. On page 120 of 120 states “The rates will be in effect for the original term of the
agreement, which is two (2) years. The rates will be available for revision during the
exercise of the first optional two-year extension period, followed by an additional
one-year extension period. Earlier in the RFP, it is stated that the optional extension
periods are two years. Are there two optional two-year extension periods or is the
second extension period intentionally shorter?

Request for Proposals (RFP): Structures Engineering Services 2027
The Structures Section of the Highway Division of the Vermont Agency of
Transportation, hereinafter referred to as VTrans, is seeking consultant engineering
services to assist in the development of bridge and other transportation structures
projects. The selected consultants, hereinafter referred to as the Consultant, shall be
responsible for performing a variety of assignments that may include but are not limited
to: engineering; project administration; design; peer review of VTrans in-house designs
or other Consultant designs; load rating; hydraulic analysis; traffic analysis;
environmental permitting; right-of-way (ROW) services; utility relocation services;
developing construction schedules; independent cost estimating; advertisement and
bidding support and construction engineering support. The types of services required
will be in accordance with the “Project Development Process Manual” and as directed
by the VTrans Project Manager (VPM).
This RFP will result in multiple awards.
Prequalification is not required in order to submit a proposal for this RFP.
Communication. AOT will not be bound by any oral communications. All questions
related to this RFP shall be sent in writing by email to the Point of Contact, noted
below. All questions and requests for clarification shall be received no later than 2:00
p.m. on Wednesday, September 30, 2026. All questions received will be documented
and answered after this date. Communication with other AOT personnel regarding
this RFP is prohibited and may result in the rejection of your proposal.

Proposal Assistance. If a Contractor requires assistance in preparing their proposal,
registering with SAM.gov, or needs guidance on socioeconomic certifications, the
Contractor may contact the Vermont Agency of Commerce & Community Development
(ACCD), Department of Economic Development (DED), APEX Accelerator. The
Vermont APEX Accelerator specializes in helping small businesses navigate the
documentation associated with State and Federal procurement. There is no cost to the

clarify, or otherwise alter this RFP, including AOT’s responses to questions and requests
for clarification, such addendum(s)/modification(s) shall be posted to the AOT Contract
Administration website.
IT IS THE PROPOSER’S RESPONSIBILITY TO OBTAIN ANY RFP MODIFICATIONS

Reservation of Rights. All proposals become the property of AOT upon submission.
The cost of preparing, submitting, and presenting a proposal is the sole expense of the
Proposer. Unselected proposals shall be securely disposed of at AOT’s discretion. AOT
reserves the right to reject any and all proposals received as a result of this solicitation,
to negotiate with any qualified source, to waive any formality and any technicalities, or to
cancel this RFP in part or in its entirety if it is in the best interest of AOT. This solicitation
of proposals in no way obligates AOT to award a contract.
Exceptions to Terms and Conditions. The proposer must state in the proposal any
exceptions taken to the terms and conditions in this RFP. For each exception the
proposer shall identify the term or condition, state the reason for the exception, and
provide any other information concerning the exception. Such exceptions, deviations, or
conditional assumptions may, however, result in rejection of the proposal as
unresponsive. Failure to note exceptions when responding to the RFP will be deemed to
be acceptance of the State contract terms and conditions. If exceptions are not noted in
the response to this RFP but raised during contract negotiations, the State reserves the
right to cancel the negotiation if deemed to be in the best interests of the State.
Multiple Award Anticipated. AOT intends to select more than one (1) Contractor to
perform these services under a primary contract. Each contract will contain a variety of
specific services the Contractor will be awarded. AOT will enter into contracts, with an
initial term of two (2) years with the option of extending for two (2) additional two (2)
year period(s) for a total maximum duration of six (6) years.
Maximum Amount. The maximum amount(s) for the contract(s) will be set at a level to
permit a Contractor to be awarded all work assignments if they are judged to be the
most qualified. Qualification Based Selection will be determined by experience,
specialists’ availability, required specialized equipment, capacity, creative ideas,
technical solution, and past performance. Award of a contract does not guarantee
payment of any or all the maximum amount. Payment is based on products or services
actually delivered or performed. The maximum amount for this contract does not
guarantee that the Contractor will receive any work under the Contract.
Work Orders. AOT may use several methods for determining and distributing work
orders to contracted Contractors including but not limited to requesting technical
proposals from more than one Contractor for comparison, requesting a proposal from a
single Contractor, or requesting proposals addressing more than one project. Award ofRFP Structures Engineering Services 2027Page 2 of 120
work orders will be a qualification-based selection when the services are design in
nature and federal funding is involved. Award of work orders will be a best value
selection when the services are not design in nature and federal funding is involved.
Best value selection will be used for all services that are 100% state funded, regardless
of service type.
Work Order Request (WOR) and Work Authorization Notification Process
• Specific tasks will be requested under this contract by the issuance of a Work Order
Request (WOR). Review of the WOR responses will determine who will be
selected. Once the 2nd tier solicitation is complete a Work Authorization Notification
will be issued via email from Contract Administration, Work Authorization Unit.
• VTrans will initiate this process by issuing a Work Order Request (WOR) detailing
the proposed task or projects and request a specific task technical proposal from
multiple CONTRACTORs awarded a Primary Contract. The Work Order Request
will also indicate which payment provision (hourly rate schedule, cost plus fixed fee
or firm fixed price) will be utilized for this task assignment. Detailed information
regarding the project will be included within the WOR. This request will be
completed by the CONTRACTOR and submitted by the identified due date.
• Upon evaluation and selection of the most qualified CONTRACTOR, a cost
proposal will be requested and provided to VTrans. VTrans reserves the right to
examine cost elements and negotiate the price prior to the award of the Work
Order. For Best Value 2nd tier solicitation, the cost proposal will be submitted with
the technical response and will be considered when determining best value
selection.
• When all aspects of the Work Order have been negotiated and accepted by both
parties, VTrans shall issue a Work Authorization Notification to the CONTRACTOR,
which will specify the effective date for commencement of services, agreed upon
cost and other important information.
All Work Order Requests that contain federal funding other than Federal Highway
Association (FHWA) such as Federal Railroad Administration (FRA), Federal Aviation
Administration (FAA) or other federal funding may contain special provisions required
for that federal funding and/or the particular project. By returning a work order proposal
for that project, you are indicating that you understand and will abide by any additional
provisions included in the Work Order Request/Authorization.
Primary Contract holders shall not enter into joint ventures with another Primary
Contract holder in response to a second-tier solicitation (Work Order Request); nor shall
it be permissible for a Primary Contract holder to include another Primary Contract
holder as a subcontractor.
Contractors who are awarded work orders will report to the assigned AOT Project
Manager. Work will be performed primarily at project sites and municipalities throughout
Vermont, as described in the work orders, and some meetings may be held at AOT
headquarters in Barre.RFP Structures Engineering Services 2027Page 3 of 120
For subcontractors not named in the proposal, utilization of subcontractor personnel will
require written approval by AOT prior to the subcontractor performing any work under
the contract. Please see additional information regarding this process under the
subcontractor section within the Proposal Technical Format and Content.
No work may be performed after the expiration date plus exercised extensions of the
applicable Contract. In exceptional circumstances where it might be mutually desired to
have work extend beyond the term of a Contract, written authorization will be needed,
overseen by AOT’s Contract Administration, and authorized by the Secretary of
Transportation, the Agency’s Chief Financial Officer, other State Representatives as
required and Federal oversight agencies as required. A formal amendment will be
required for any such extension.
Confidentiality. Bidders are hereby expressly directed not to include any confidential
information in their proposal submissions, except as specifically identified in this RFP.
By submitting a proposal in response to this RFP, bidders acknowledge and agree to
abide by the terms and conditions outlined in this document, including the prohibition on
submitting confidential information. This prohibition reduces the burden on the State
while preventing bidder-confidential information from entering the public record. All
Proposals received will become part of the contract file and will become a matter of
public record, and may be disclosed to the public in accordance with the Vermont Public
Records Act, 1 V.S.A. § 315 et seq. If the proposal documents include material that is
considered by the proposer to be proprietary and confidential under 1 V.S.A. § 315 et
seq., the proposer shall submit a cover letter that clearly identifies each page or section
of the proposal that it believes is proprietary and confidential. The proposer shall also
provide in their cover letter a written explanation for each marked section explaining
why such material should be considered exempt from public disclosure in the event of a
public records request, pursuant to 1 V.S.A. § 317(c), including the prospective harm to
the competitive position of the proposer if the identified material were to be released.
Additionally, the proposer must include a redacted copy of its response for
portions that are considered proprietary and confidential. Redactions must be
limited so that the reviewer may understand the nature of the information being
withheld. It is typically inappropriate to redact entire pages, or to redact the
titles/captions of tables and figures. Under no circumstances can the entire response be
marked confidential, and the State reserves the right to disqualify responses so marked.
Please be aware that all contracts solicited and/or contracted through VTBuys will be
uploaded to the VTBuys Public Portal, wherein it can be viewed by any interested party.
Hourly rates and other cost proposal information included in Attachment B Payment
Provisions of the awarded contract will be viewable.
PROPOSAL INSTRUCTIONS
The quality of proposals and adherence to solicitation response requirements and/or
restrictions are considered reflective of the manner in which the proposer could be
expected to conduct business and will be given due consideration throughout the

Failure to provide all required information or indications that the proposer did not conform to
all terms as set forth in the RFP and attachments may make the offer non-responsive and
may result in the elimination of the proposer from further consideration for award.
Proposals or unsolicited revisions submitted after the specified due date and time will not
be accepted and will be securely disposed of.
Required Electronic Submittal Information
Proposals will only be received electronically via an FTP site. In order to upload your
proposal, you must obtain a user account. This account will be provided when Contract
Administration receives your request via email. If you already have credentials, you still
need to request access to this specific RFP folder or you will be unable to submit your
proposal. Please submit your request for a user account by emailing the single point of
contact listed in this RFP above as soon as possible and no later than four (4) business
days before the RFP due date to ensure there is ample time to set up the user
account(s). The subject of the email should state “FTP Account Request for
Structures Engineering Services 2027”.
You will then receive login credentials and guidance (in separate emails) for uploading
your proposal. If you are unable to submit your documents by uploading to the specified
FTP site(s), please notify the sole point of contact for additional guidance.
When submitting your proposal(s), please use the following naming convention:

Submit your proposals via the provided FTP site prior to 2:00 P.M. on Wednesday,
October 28, 2026.
TECHNICAL PROPOSAL – FORMAT AND CONTENT
The proposal shall not exceed twenty (20) single sided pages. Sections that count
toward the page limit are noted below. All pages that count toward the page limit shall
be numbered consecutively. The pages shall be formatted as 8½” x 11” sheets. Font
shall be size 12.
The proposal shall include the following elements, in separately labeled sections, as

A. Cover Letter. All proposers or their authorized representative shall prepare and sign
a cover letter. Submission of the letter shall constitute a representation by the
proposer that it is willing and able to perform the services described in the RFP and
their proposal response. This section counts toward the twenty (20) page limit.
B. Technical Capability/Approach. In this section, the proposer must explain the their
understanding of AOT’s intent, objectives, and how the proposer proposes to
achieve those objectives. The proposer must discuss their experience, capabilities,
and plan for providing the described services, including any proposed approach to
project management, strategies, tools, and safeguards for ensuring performance of
all required services, and any additional factors for AOT’s consideration. This
section counts toward the twenty (20) page limit.
C. Business and Management Structure. Provide a description of the bidding
organization’s size, background, and structure, and a list of management personnel
by name and title. Indicate which management personnel will be responsible for the
delivery of services under the contract and a description of how the organization’s
resources will be applied. This section should provide clear information as to the
lines of communication and how the Business ensures Quality Control & Quality
Assurance. Include information as to how Local, Regional, and National Offices will
coordinate to provide successful services. This section counts toward the twenty
(20) page limit.
D. Organizational Chart. Provide a one-page organizational chart of the proposer’s
team that notes the name and title of key individuals that are proposed to manage or
perform tasks. This chart shall clearly indicate the lines of communication for
problem resolution. The use of an 11x17 page is permitted, however ensure that the
document has been scanned or saved appropriately so all information is included.
You may utilize a separate text box to contain the phone number and email of each
person listed on the chart, but the text box must be located on the same page as the
organizational chart. In the case of international or national firms, please provide an
organizational chart of the local office that will be responsible for the delivery of
services under the contract. This section DOES NOT count toward the twenty
(20) page limit.
E. Key Personnel. Identify the name and title of all personnel who will be assigned to
provide professional services under this contract. Indicate any certifications or
special licensing the individual holds that is pertinent. Include up to two-page
resumes for each individual. This section DOES NOT count toward the twenty
(20) page limit.
Note: Key personnel is defined as individuals or executives that hold critical roles
within a project. This includes those that have specialized expertise or knowledge,
leadership and accountability, strategic influence, and high impact on delivery of the
project. Examples include Executives, Senior Managers, Project Managers and
Senior/Lead Engineers, or other positions that require special licensing or

The key personnel identified in the proposal are considered by AOT to be essential
to the work being performed under the contract. Prior to diverting any of the
specified individuals into other programs, the Contractor shall notify AOT in advance
and shall submit justification (including proposed substitutions) in sufficient detail to
permit evaluation of the impact on the program. No diversion shall be made without
AOT’s written consent.
F. Subcontracts. Identify all subcontracts proposed, and provide the following
information:
1. Company name of each subcontractor, or individual name in the case of
independent contractors;
2. Names of each subcontractor’s principals and/or corporate officers;
3. Resumes of each subcontractor’s key personnel who will be assigned to provide
professional services under the contract, including certifications or special
licensing for each; and
4. The types of work to be performed by each subcontractor.
