RFI ADDENDUM # 1
RE: Request for Information – Network Short-Term Traffic Counts
The Request for Information (RFI) for the above-mentioned services has been modified
to clarify the RFI by addressing the following questions:
1. Is the Vermont Agency of Transportation (AOT) interested in Big Data traffic count
solutions that do not require physical in-field counters?
A. Not at this time. We are aware of studies to review Big Data traffic counts,
but the data is not currently at a place that would be optimal for Vermont’s
needs.
2. Can VTrans please clarify the required collection duration for the local-road, volume-
only locations? Attachment A indicates that short-term counts are to be collected for
a minimum of 48 consecutive hours over two full consecutive weekdays; however,
the RFI also notes that Vtrans currently collects local-road counts for seven days.
For purposes of the anticipated contracted program, should respondents assume
that the local-road volume-only locations will require 48-hour counts or seven-day
counts?
A. The minimum count duration is 48 hours, however we would like cost
estimates for counts done both 48 hours and 7 days to determine which is the
best option for Vermont.
3. For the approximately 425 locations requiring vehicle classification, can VTrans
confirm the required classification scheme and whether FHWA Classes 1–13 are
required at all classification locations?
A. The required classification scheme is using the FHWA class bins (1-13) for all
classification counts.
4. Can VTrans provide a representative sample or the anticipated list/map of count
locations, including an indication of which locations require volume-only counts
versus classification counts?
A. The count locations are rotating each year, so we cannot provide locations at
this time.
RFI Addendum #1 Network Short-Term Traffic Counts Page 2 of 3
5. Can VTrans confirm that non-intrusive video collection with post-processing of
recorded video is an acceptable methodology for both volume-only and vehicle-
classification locations, provided the required accuracy and deliverable standards
are met?
A. Yes, this is an acceptable methodology for collection option as long as
required accuracy and deliverable standards are met.
6. Of the locations requiring classification, how many have 3+ lanes?
A. Vermont only has a few roads that are 3+ lanes that are not interstates. Most
of these counts requiring classification will be on our interstates.
7. Is there a map or list of locations that can be provided?
A. Not at this time as the locations are rotating on a 3 or 6 year basis.
8. Would all locations be provided all at once at the beginning of the contract or would
smaller task orders be issued throughout the contract term? If the latter, how often
would a task order be issues and how many locations would be included in a single
task order?
A. Vermont will provide an annual task list of locations each year.
9. What is the estimated budget per year?
A. The RFI is to gauge what we should budget so no budget is determined at
this time.
10. Section 9 describes 7-day deployments on local roads, while Attachment A Section
1.4 requires all counts to be at least 48 hours, two consecutive full weekdays. Do
local-road counts follow the 48-hour/two-consecutive-weekday requirement, or is a
7-day deployment expected?
A. The minimum count duration is 48 hours, however we would like cost
estimates for counts done for both 48 hours and 7 days to determine which is
the best option for Vermont.
11. If an RFP is released, what is the anticipated release date, award timing, and
contract start date/ contract term? Renewal options? Would counts need to begin in
the May 2027 collection season?
A. Anticipated release date is unknown at this time. This information will be
used to determine if this is a feasible option for Vermont and to what level we
will be able to contract out. It is not currently anticipated that the 2027 count
year would be contracted, however that is not out of the realm of possibility.
12. What traffic control, permitting, or safety requirements apply, particularly on
interstates and locations with slip ramp traffic?
A. The expectation would be for normal traffic control as necessary when
working within the roadway, i.e. flashing amber light on the vehicle and
appropriate PPE. There are currently no needed for permits for VTrans staff
doing this work otherwise.
RFI Addendum #1 Network Short-Term Traffic Counts Page 3 of 3
13. Have any firms previously provided traffic data collection services to AOT, including
but not limited to Network Short-Term Traffic Counts? If so, please identify those
firms and the services they performed.
A. Vermont has never contracted out network short-term traffic counts. We
currently contract approximately 80 turning movement counts with National
Data and Surveying Services, Inc. (NDS).
14. Can AOT provide available pricing schedules or unit rates for traffic data collection
services under current or previous contracts?
A. We do not have a current contract for network short-term traffic counts,
therefore we cannot provide any pricing schedules. This RFI is for
information on pricing schedules and/or unit rates.
Sincerely,

6. Purpose:
This Request for Information (RFI) is issued for the Vermont Agency of Transportation to gather
input and obtain information and cost estimates in proceeding with proposals to conduct
approximately 800-1,000 short-term traffic counts, which would include traffic volume and axle-
based vehicle classification data in the state of Vermont each calendar year. If using intrusive
methods it must be within the months of May – September, however if using non-intrusive
methods, the counts can take place within the whole calendar year, with exceptions being federal
holidays.
The Agency of Transportation intends to evaluate the submissions by respondents to explore how
they would meet their needs and understand the cost associated with proposed solutions. The
Agency of Transportation shall not be held liable for any costs incurred by the vendors in the
preparation of their submission, or for any work performed prior to contract issuance.
7. Background Information:
The Agency of Transportation conducts about 800 coverage counts a year. The Agency of
Transportation has resource challenges around traffic data collection each year, making it difficult
to meet the minimum requirements for the traffic program.
8. RFI Description:
The State is seeking information to determine how best to proceed in terms of meeting the Agency
of Transportation’s short-term traffic collection needs and the expanded need for coverage counts
on local paved roads necessary for the FHWA MIRE requirements.
The RFI has 4 key objectives:
• Provide prospective respondents with information regarding the business needs and federal
requirements.
• Solicit respondent information to assist the State in determining if identified requirements can
be met in a cost-effective manner.
• Solicit respondent information to assist the State in determining if contractors are interested in
the work and if contractors are available to conduct the counts in the timeframe needed,
following the data collection requirements.
• Solicit respondent information to assist the State in determining what options are available
regarding short-term traffic count data collection and data processing services.
The State is seeking feedback on the information in this RFI and will consider any information,
including partial responses, received in response to this RFI. If the State moves forward in the
development of an RFP, the RFP process will be open to all respondents regardless of their
decision to participate in this RFI.
The State envisions that the solution will support the following high-level goals:
• Successful collection and processing of the state and local short-term counts in the specified
timeframe.
• The short-term counts meet AOT accuracy and vehicle classification requirements, which
follow federal requirements of 95% accuracy for volume and 90% accuracy for vehicle
classification.

9. Current State:
The Agency of Transportation has two full-time and typically, 1-2 temporary summer employees
that set out pneumatic tubes and AI cameras (using LeeTron technology) for a minimum of 48
hours (2 full consecutive 24-hour periods) on State Highways and 7 days for local roads. The data
is collected, processed, and uploaded into the AOT Traffic Management Software (MS2) site for
the traffic data unit to review and conduct quality checks.
10. Enclosures:
• Attachment A: Statement of Work (SOW)
11. Reservation of Rights: All responses become the property of AOT upon submission. The cost of
preparing, submitting and presenting a response is the sole expense of the Respondent. AOT
reserves the right to reject any and all responses received as a result of this solicitation, to
negotiate with any qualified source, to waive any formality and any technicalities or to cancel this
RFI in part or in its entirety if it is in the best interests of AOT. This solicitation of responses in no
way obligates AOT to award a contract.
12. Confidentiality: All Responses received will become a matter of public record, and may be
disclosed to the public in accordance with the Vermont Public Records Act, 1 V.S.A. § 315 et seq.
If the response documents include material that is considered by the respondent to be proprietary
and confidential under 1 V.S.A. § 315 et seq., the respondent shall submit a cover letter that
clearly identifies each page or section of the response that it believes is proprietary and
confidential. The respondent shall also provide in their cover letter a written explanation for each
marked section explaining why such material should be considered exempt from public
disclosure in the event of a public records request, pursuant to 1 V.S.A. § 317(c), including the
prospective harm to the competitive position of the respondent if the identified material were to be
released. Additionally, the contractor must include a redacted copy of its response for portions that
are considered proprietary and confidential. Redactions must be limited so that the reviewer may
understand the nature of the information being withheld. It is typically inappropriate to redact entire
pages, or to redact the titles/captions of tables and figures. Under no circumstances can the entire
response be marked confidential, and the State reserves the right to disqualify responses so
marked.

Attachment A
Statement of Work
For Network Short-Term Traffic Counts
Dated: September 14, 2026
ANTICIPATED REQUIREMENTS
The purpose of this RFI is to determine if there are solutions capable of meeting the State’s
anticipated requirements and to determine alternatives for meeting those requirements that are
consistent with the overall vision for the Agency of Transportation and the State.
The State’s discovery efforts to date have resulted in a desire to obtain access to solutions with
the following attributes:
1.1 Business Requirements
The Agency of Transportation is looking to increase the number of short-term counts conducted
each year to meet the new FHWA MIRE requirements. In order to meet this need, the Agency
needs to decide whether to hire additional staff, contract the work out, or a combination of both.
1.2 Functional Requirements
The short-term traffic counts are used to generate statistics that will be included in the Agency’s
annual submittal for the Highway Performance Monitoring System (HPMS) administered by the
Federal Highway Administration (FHWA). The count data must meet the FHWA Traffic Monitoring
Guide (TMG) which requires two full, consecutive days of data that are a full 24-hour period from
midnight to midnight.
1.3 On-Going Maintenance /Service Level Requirements
The short-term traffic count program is on a six-year count cycle, with the National Highway
System being counted every three years. Depending on how the Agency proceeds, counts may
be contracted out in future years.
1.4 Technical Requirements
Data Collection:
• Short-Term traffic counts at approximately eight hundred locations around Vermont each
year; the locations range from small single-lane rural paved roads to large multi-lane urban
roads; the locations may have slip ramp traffic that needs to be included.
• The counts must be at least 48 hours in duration, two consecutive full weekdays from
midnight to midnight. For two-day counts, neither of the two days can be Monday or Friday.
• If using intrusive methods it must be within the months of May – September, however if using
non-intrusive methods, the counts can take place within the whole calendar year, with
exceptions being federal holidays.
Data Processing: The contractor processes the data themselves or through a 3rd party.
• The process of counting and classifying the short-term counts can be either manual or
automated.
• The data must be binned into 15-minute or 60-minute intervals.
• The counts must provide FHWA 13-bin axle classification where specified.
• For local roads, only volume is required. The split would be approximately 425 locations
requiring classification and 375 requiring volume only.
• The accuracy of the count should meet or exceed 95%/±5%.
• For each location, the contractor must provide a count file in a format that can be uploaded into
the Traffic Management Software (MS2).
1.5 Documentation Requirements
The contractor must provide documentation of their quality control procedures for both field and
data processing procedures.
