The Contractor shall push, pull, or cut debris from roadways and Right-of-Way (ROW) and stockpile debris in the ROW unless it creates a traffic hazard. The ROW is defined as within ten feet from the edge of the pavement or up to a permanent barrier, whichever is less. The Contractor shall not remove debris from the ROW under this contract; where safe stockpiling is not possible, debris shall be transported only as directed by DPW. Each crew must include a dump truck (minimum 16 cubic-yard capacity), heavy equipment (either two front-end loaders or one backhoe and one excavator), five laborers with chainsaws and safety equipment, and a crew foreman with a pickup truck. The Contractor must provide all equipment, personnel, tools, materials, fuel, and maintenance. Work shall be performed only upon issuance of a Task Order, and the Contractor must mobilize within 12 hours of activation. The Contractor must comply with MUTCD and Virgin Islands safety requirements, submit Daily Operations Reports, and invoice bi-weekly based on verified hours.
