The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain fixed price proposals from qualified organizations to design, implement, and evaluate a comprehensive regional substance use disorder (SUD) stigma reduction initiative known as Recover Out Loud (Project) within the Opioid Abatement Authorityâs (OAA) Gold Standard outlined in Code of Virginia § 2.2-2370.The County is acting as the Project lead and fiscal agent on behalf of a Northern Virginia Regional Jurisdiction Project cooperative in partnership with Arlington County, the City of Alexandria, the City of Falls Church, the City of Fairfax, Fairfax County, and Prince William County (collectively, Participating Jurisdictions).The County intends to award a one (1) contract as a result of this RFP which will support implementation across Participating Jurisdictions and organizations under grant funding provided through and in alignment with the Virginia OAA.
The contractor will design, implement and evaluate the Recover Out Loud comprehensive regional substance use disorder stigma reduction initiative within the Opioid Abatement Authority Gold Standard outlined in Code of Virginia § 2.2-2370, supporting implementation across the participating jurisdictions and organizations under Virginia OAA grant funding with the County acting as project lead and fiscal agent.
