The Contractor shall provide residential treatment programs for Persons with serious emotional or behavioral disorders. Services include person-centered clinical and non-clinical services, educational/vocational services, family visitation and contact, behavioral skills training for families, aftercare support, healthcare services, and drug testing. The Contractor must maintain a DHHS Clinical Evaluation, Treatment, Wrap Services and Forensic Evaluations contract and a current residential treatment or intermediate secure care license from the DHHS Office of Licensing. Staffing ratios vary by service code, e.g., 1:6 for moderate level programs and 1:4 for high level programs during waking hours. The Contractor must comply with QRTP and Medicaid requirements, maintain a program manual, and meet specific documentation, reporting, and meeting requirements. Payment is at DHHS-established daily rates (e.g., $424/day for DMF, $257/day for DSE) with premium payments for 90-day successful completion.
