Hays County, Texas (“County”) is seeking proposals from qualified firms to perform Disaster Recovery – Debris Monitoring Services in the event of a man-made or natural disaster. The County is preparing for future disasters by entering a pre-event contract for Debris Monitoring Services, on an “as-needed” basis. The County will accept proposals from qualified contractors with experience in disaster and debris monitoring services and the preparation, response, recovery, and mitigation phases of any emergency or disaster. The awarded disaster debris monitoring management contractor (hereinafter referred to as DMC) shall advise and support the County during a disaster recovery effort and shall be responsible for coordinating with and overall monitoring of the County’s debris removal contractor(s) (hereinafter referred to as DRC) and recommending efficiencies to improve and expedite DRC recovery work.
The DMC shall provide disaster debris monitoring management services to support the County in the management of disaster debris removal & recovery resulting from any man-made or natural disaster. Services include monitoring debris removal operations, verifying eligible debris, measuring and inspecting trucks, managing data and documentation, coordinating with the County and DRC, ensuring compliance with FEMA, FHWA, TCEQ, and other regulations, and providing daily status reports, interim reports, and a final report. The DMC must be capable of assembling, directing, and managing a work force that can complete the debris monitoring operations in a maximum of 120 calendar days, and shall be fully mobilized to begin Debris Monitoring services within forty-eight (48) hours following the issuance of the NTP.
