The specifications establish the minimum requirements for furnishing and delivering liquid sulfur dioxide in one-ton containers for use at the City of Waco Central Wastewater Treatment Plant.
The contractor shall furnish all product, delivery units, transportation, delivery labor, unloading and handling equipment, safety equipment, documentation, technical assistance, and other materials and services necessary to complete each delivery and delivery unit exchange in accordance with the specifications.

The contractor shall furnish and deliver liquid sulfur dioxide in one-ton containers to the City of Waco Central Wastewater Treatment Plant. Deliveries must be made on a one-for-one container exchange basis, with the contractor responsible for unloading, placing, and exchanging containers. The contractor must provide all necessary equipment and personnel for safe handling, comply with delivery schedules (routine within three business days, emergency within 24 hours), and provide required documentation including Safety Data Sheets and Certificates of Analysis. The product must meet ANSI/AWWA B512-23 and contain at least 99.9% sulfur dioxide by weight. The contract includes provisions for quarterly economic price adjustments based on a specified index.
