The specifications establish the minimum requirements for furnishing and delivering liquid sodium hydroxide for use at City of Waco potable-water treatment facilities.
The solicitation is divided into the following separately awardable groups:
Group A — 50% Sodium Hydroxide for primary year-round use.
Group B — 25% Sodium Hydroxide for optional cold-weather or other operational use.
A bidder may submit pricing for one or both groups. The City may award each group separately. Award of one group does not obligate the City to award the other group to the same bidder.
Where separate contractors are awarded to the two groups, each contractor shall be responsible only for the group awarded to that contractor.
The contractor shall furnish all product, transportation, delivery labor, transfer equipment, hoses, fittings, adapters, documentation, technical assistance, safety equipment, and other materials and services necessary to complete each delivery in accordance with the specifications.

The contractor shall furnish all product, transportation, delivery labor, transfer equipment, hoses, fittings, adapters, documentation, technical assistance, safety equipment, and other materials and services necessary to complete each delivery of liquid sodium hydroxide to the City of Waco's potable-water treatment facilities. Deliveries are to be made to the Mount Carmel Water Treatment Plant (5701 Lake Shore Drive, Waco, Texas 76708) and the Riverside Water Treatment Plant (200 Colcord Avenue, Waco, Texas 76707). The contractor must provide routine delivery within three business days and emergency delivery within 24 hours. The contractor is responsible for safely transferring the product from the delivery vehicle into the City's designated storage system using contractor-furnished equipment. The contract term is one year, with up to five additional one-year renewal options.
