Description
Texas A & M Transportation Institute (TTI) located in Bryan, TX, seeks to procure a complete Autonomous
Quadrupedal Research Platform to support advanced robotics, mobility, autonomy, and applied engineering
research. The platform will serve as a reconfigurable, sensor-equipped mobile robotics testbed capable of
operating in laboratory, indoor, and outdoor field environments. This solicitation defines the minimum
functional, technical, delivery, and support requirements for a fully integrated system, including the
quadrupedal robot, control hardware, power components, sensing and manipulation payloads,
communications equipment, software development access, and manufacturer-backed service.
TTI intends to acquire a research-grade system that enables open programmatic control, sensor integration,
autonomous navigation experimentation, and long-term expandability. Vendors shall provide all components
necessary for immediate operational readiness upon delivery.
Brand and model specified are for illustrative purposes only. Equivalents may be considered. If bidding an
equivalent, vendor should provide the following:
- Manufacturer, Model number, and a detailed specification sheet. Agency will have final determination on
equivalency.

Executive Order GA-48 Supplier Certification - Respondent certifies:
that pursuant to Executive Order GA-48, Hardening of State Government, Respondent is not and, if
applicable, none of its holding companies or subsidiaries are a) listed in Section 889 of the 2019 National
Defense Authorization Act (“NDAA”) regarding telecommunications and video surveillance; b) listed in
Section 1260H of the 2021 NDAA regarding Chinese military companies in the US; c) owned by the
government of a country on the U.S. Department of Commerce's foreign adversaries list under 15 C.F.R. §
791.4 (“15 C.F.R. § 791.4 List”); or d) controlled by any governing or regulatory body located in a country
on the 15 C.F.R. § 791.4 List. Respondent acknowledges that a false certification is grounds for immediate
termination of any resulting contract or purchase order with no further obligation on the part of A&M
System.

HB 127 - Prohibited Software, Applications, and Developers: PROVIDER certifies that it is not: (a) an entity
listed on the Higher Education Research Security Council’s list of prohibited
software/applications/developers at
https://www.highered.texas.gov/prohibited-software-applications-developers/ (the “HERSC List”), or a
subsidiary or affiliate of such an entity, or (b) providing, under this Agreement, software that is either on or
provided by an entity on the HERSC List. PROVIDER acknowledges this Agreement may be terminated
for cause immediately if this certification is inaccurate, and PROVIDER will refund to MEMBER all amounts
prepaid by MEMBER under this Agreement within thirty (30) days following the effective date of
termination.

Best Value - In addition to low price, agency will consider best value, which includes the following: *quality,
availability, and adaptability of materials, supplies, or equipment required *scope of conditions attached to
bid *ability, capacity and skill of bidder *prompt service, goods delivered within time allowed *character,
responsibility, reputation, and experience of bidder *quality of performance of previous service *financial
stability *ability to provide future maintenance, repair parts, and service
4. Delivery Time- Length of delivery time may be a factor in the award of the bid. Bidders must give estimated
delivery time.
5. Warranty- All items specified within this document must be warranted against defective materials,
workmanship and failures for a minimum of twelve (12) months after delivery and acceptance. Warranty
includes all parts and labor.
6. Payment Terms are to be Net 30.
7. Prerequisites- All prerequisites must be read and agreed to. Exceptions can be taken during bid
submission.
8.
Equivalent Items Items specified on this invitation for bid are for illustrative purposes only. Any
specifications listed are minimum specifications only and equivalent products may be considered. If
bidding an equivalent, bidder shall include descriptive literature including model number and manufacturer
with return bid response. Failure to do so may result in the disqualification of your bid.
9.
