Strengthening Enforcement Capacity in Housing & Lending Prac
The contractor must develop and/or demonstrate the ability to provide document review, current tools enhancement, training, workshops, case development and coordination processes. The work focuses on two main topics: (1) Strengthening MDCR Enforcement Capacity in Housing and Lending Practices, which includes assessing MDCR Enforcement Division internal and external processes, identifying discrimination practices, integrating coordination between investigators and attorneys, supporting public education, strengthening evidentiary development, and identifying effective use of disparate impact frameworks; and (2) Impact of AI in Housing & Responsive AI use in MDCR Enforcement Investigations, which includes providing AI-related tools and training, supporting internal decision-making around AI use, providing structured approaches to complex investigations, addressing legal updates, and supporting outreach to housing providers and landlords. The contractor must also provide training and workshops on AI and automated systems, tenant screening platforms, algorithmic risk scoring, and other automated decision-making systems, and must deliver final reports and a user resource manual.
