As-Needed Pavement Condition Assessment Services 2026
San Francisco Public Works (Public Works), a department of the City and County of San Francisco, seeks to award up to four (4) contracts to pre-qualified Consultant or Joint Venture firms to provide professional pavement condition assessment services on as-needed basis. Assignments will vary in size and complexity, as further described in the RFQ.
Contract Terms: This RFQ will result in a separate contract (master agreement) for each selected Proposer with a total contract value not-to-exceed $400,000. Each contract will have a five-year term; with Contract Service Orders (CSO) issued throughout the contract duration.
Local Business Enterprise (LBE) Participation: The LBE Subcontracting Participation Requirement for this contract has been waived by the Contract Monitoring Division (CMD). For any CMD-related questions, contact James Chung by email at James.Chung@sfgov.org.
Pre-Proposal Conference: Pre-proposal conference will not be conducted for this RFQ.
Questions must be submitted by email to the Contract Administrator, at DPW-ProContracts@sfdpw.org no later than 4:00 P.M. on Wednesday, August 12, 2026.
Proposal Submission: Proposers shall log in and upload complete proposals into the SF City Partner Website through the Supplier Portal, https://sfcitypartner.sfgov.org/nlx3/pages/index.aspx no later than 2:00:00 P.M. Pacific Standard Time on Wednesday, September 09, 2026. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
Prevailing Wage Requirement: Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless they are registered with the California Department of Industrial Relations (DIR) at the time of award. The Consultant shall provide specialized professional pavement condition assessment, data collection, and analysis services on an as-needed basis to support the Public Works Street Resurfacing Program. Tasks include coordinating and conducting pavement condition surveys using MTC standards, collecting and verifying pavement condition data from San Francisco's roadway network, providing expert analysis and reports, evaluating pavement conditions, reviewing and analyzing pavement reports, preparing technical memoranda and supporting documentation, performing further studies, and using a pavement management and mapping system (PMMS) application.
