The City of San Diego Department of General Services is requesting proposals to enter into an
agreement with an audit firm (Auditor) to provide an independent audit of San Diego Gas &
Electric’s (SDG&E) performance under the Gas Franchise and Electric Franchise, and all relevant
agreements required under the two franchises agreements (collectively referred to herein as
“Franchise”) awarded in July 2021 for July 8, 2025 through July 7, 2027 and if extended, the July 8,
2027 through July 7,2029.

Proposers must submit an electronic signed (e.g., Adobe Sign, DocuSign, or scanned) proposal through the PlanetBids portal by the Closing Date. The City may require Proposers to submit original hard copies prior to execution of the contract if the PlanetBids electronic submission does not include an authorized electronic signature page (e.g., Adobe Sign, DocuSign).
The selected auditor will provide an independent audit of SDG&E's performance under the Gas Franchise and Electric Franchise, and all relevant agreements required under the two franchise agreements, for the period July 8, 2025 through July 7, 2027, and if extended, July 8, 2027 through July 7, 2029.
