There will be an on-site pre-bid meeting on August 12, 2026 at 9:00 AM CT. All bidders can meet at the front entrance to the Aberdeen Armory. Copies of the Plans and Specifications may be obtained by bidders at the office of the South Dakota Department of the Military, 2823 West Main Street, Rapid City, SD 57702, Kyle Roe, (605) 381-4093, kyle.roe@state.sd.us. Anyone requesting, reviewing, or copying Plans and Specifications for this project agrees that they are doing so for the sole purpose of submitting a bid on the project. Bidder further agrees the Plans and Specifications are the sole property of the State.
Each bid in excess of $100,000.00 must either pre-mail a certified check, cashier's check, or draft in the amount of 5% of the base bid and all add alternates and drawn on a State or National Bank to the SD Dept. of the Military, 2823 W. Main Street, Rapid City, SD 57702, or upload a copy of their 10% bid bond to their electronic bid issued by a surety authorized to do business in the State of South Dakota and made payable to the South Dakota Department of the Military. The SD Dept. of the Military reserves the right to reject any or all bids and to waive any irregularities therein. The contractor shall furnish and install a new automatic fire detection and notification system throughout the entire facility, including a new Fire Alarm Control Panel (FACP) (Honeywell Fire-Lite ES-200X), an Emergency Command Center (ECC-50/100(E)), manual pull stations, duct smoke detection, HVAC shutdown per NFPA 90A, notification devices (speaker/strobes, strobes), and all necessary wiring and conduit. The contractor must remove the existing broken and outdated FACP, NAC, addressable relays, smoke detectors, heat sensors, horn strobes, strobes, and other outdated devices and replace them with new compatible devices. The system shall be a FA/MNS combination system. The contractor shall also install new MNS LED message centers at points of egress and connect the ECC to speaker/strobe circuits. All work must comply with UFC 3-600-01, 4-021-01, 4-101-01, and Army National Guard criteria/guidelines DG 415, as well as NFPA 70, NFPA 72, IBC, and other applicable codes.
