The portal will operate as an experience and coordination layer above existing agency systems, supporting personalized pathways, service discovery, common intake, eligibility screening, opportunity matching, referrals, and progress tracking. The implementation will follow a phased model including Mobilization and planning, Discovery and design, Build, configuration, and integration, Testing and readiness, Launch and stabilization, and Operations and continuous improvement. The Contractor must deliver a turnkey solution that supports State-approved integrations without per-connection fees, maintains data governance and volatile-session data handling, implements closed-loop AI-assisted capabilities, and ensures accessibility, security, and privacy compliance.
