PHA seeks a development partner (“Developer”) to develop the site into a multifamily building. The PHA acquired the parcel that is 226 W Chelten in 2026. It exists currently as an unused parking lot for the adjoining Burgess Center.
Plans for developing the lot began in 2020 by the previous owner, but did not ultimately come to fruition. PHA is looking to partner with a developer to reignite development on the site. The developer selected under this RFQ will lead all parts of the development initiative, including design, financing, construction, and management.
The selected developer will be required to work closely with PHA and other community stakeholders throughout the development process. Developers are welcome to use or draw inspiration from the attached progress set of drawings, or offer their own approach.

Most Pennsylvania work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
