The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.

This project could follow minor projects design procedures; consultant statements of interest, technical proposals, and prequalification packages must include details of their QC/QA plans specific to the minor project process (DM-1X Appendix AB).
Firms responding to this advertisement that are providing Right of Way services must be registered ECMS business partners and on the Department's current ITQ for acquisition consultants.

The statement of interest, at a minimum, should indicate how the selected firm will accomplish the tasks outlined and provide the services as detailed. The anticipated duration of the agreement is 5 years.
The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 0 of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. The consultant will perform preliminary engineering for operational improvements to the Allegheny River Boulevard and Sandy Creek Road intersection, including roadway design, intersection alternatives analysis, retaining wall design, ASTA schedule, field surveys, right-of-way investigation, preliminary right-of-way plan, potential right of way acquisition assistance, research of required permits, coordination of public involvement, environmental documentation, design field view submission, constructability reviews, utility coordination, possible SUE, preliminary pavement design, preliminary drainage design, preliminary maintenance and protection of traffic plan, preliminary geotechnical investigation, preliminary traffic signal design, and preliminary signing and pavement marking plan. Final design services may include TS&L submissions, interagency permits, erosion and sedimentation control permit and plans, ASTA schedule, final design office meeting and field view, final right-of-way plan, drainage design, pavement design, roadway design, structure design plans, utility coordination, traffic control plan, pavement marking and signing plan, safety review meeting, value engineering, and a PS&E package. Services during construction include shop drawing review, preparation of as-built drawings, and consultation during construction. Other administrative activities for unforeseen work as directed by the project manager.
