- The Department of Transportation will retain an engineering firm for (1) open-end agreement for the services indicated below on various projects. A deliverable based, open-end contract for construction management and related support services for multiple modes within the Multimodal Deputate, with a focus on transit CM services.. The Agreement will be for a period of 5 years. with projects assigned on an as-needed basis. The maximum amount of the Open-end Agreement will be 5,000,000 dollars.
- Selection Prose
- The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.
The following factors, listed in order of importance, will be considered by the Department during the evaluation of the business partners submitting statements of interest:

- The selected offeror is required to identify a dedicated administrative person as part of their team. The Multimodal Deputate has unique processes that may differ from Highway and/or District processes. This person is expected to learn the Deputate’s administrative processes that include submittal types (addition of staff, progress reports, final deliverables, deliverable extensions, open end assignments, etc.), invoice requirements and oversight of sub-consultant invoice submissions, adherence to schedules, etc. Use of the Deputate’s ECMS Resource Account and SharePoint Collaborative site are required. This person should have an understanding of ECMS and what is required to execute work orders, amendments, and supplements, as well as the overhead submission process.
The anticipated date of selection for this agreement is 11/12/2026, with a NTP on the first work order anticipated for 12/31/2026.
