This agreement is primarily for use in Lancaster and Lebanon Counties but may be used throughout all the counties in Engineering District 8-0.

The anticipated date of selection for this agreement is 12/09/2026, with a NTP on the first work order anticipated for 02/22/2027.
The Department of Transportation will retain an engineering firm for (1) open-end agreement for the services indicated below on various projects. The projects are administered by Engineering District 8-0 and are located in Engineering District 8-0. The Agreement will be for a period of 5 years. with projects assigned on an as-needed basis. The maximum amount of the Open-end Agreement will be 2,000,000 dollars.
The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.

The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 0 of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. Additional information concerning DBE participation in this agreement is contained in the General Requirements and Information Section referenced below.
The engineering services and environmental studies identified above are the general work activities that can be expected under this Open-end Contract. A more specific and project-related Scope of Work will be outlined for each individual Work Order developed under this Open-end Contract.

The firm will provide as-needed construction management support staff consisting of 1 Project Engineer, 1 Construction Engineer/Manager, 1 Technician, 1 Scheduler, and 1 Auditor for various projects administered by Engineering District 8-0 over 5 years up to 2,000,000 dollars, performing duties including project control systems, CPM schedule monitoring, constructability reviews, summary reports, partnering facilitation, progress meetings, document control, pre-bid and pre-construction meeting attendance, minutes, cost estimate review and value engineering, correspondence, change order evaluation, environmental submissions review and mitigation coordination, claims avoidance, community relations, coordination among designers, contractors, agencies, utilities and PennDOT, photos and videos, environmental monitoring, structural and roadway control services, traffic coordination, reporting on CM/CI work, work order development support, records verification, and labor standards, safety and equal opportunity compliance assistance.
