The Township seeks qualified professional consulting services to conduct a comprehensive Middletown Country Club Feasibility Study and Long-Term Operating Plan. The purpose of the project is to provide the Township and Board of Supervisors with an independent, objective assessment of the Country Club’s current operations, financial performance, facility and infrastructure needs, community role, and long-term management opportunities.
Middletown Country Club is a municipally owned recreational asset that includes a golf course, clubhouse, dining and food service operations, banquet and event facilities, golf shop, former swimming pool, and related amenities. The Township is committed to preserving the property as a vibrant and accessible community asset while establishing a sustainable long-term approach to its operation, maintenance, capital investment, and financial performance.
The project is particularly timely because the Township’s current management agreement with Agro Golf expires at the end of 2028. Completing the feasibility study and long-term operating plan during the coming year will allow sufficient time for the Township and Board of Supervisors to evaluate alternatives and establish a clear direction for the future of the facility well in advance of the agreement’s expiration.
The selected consultant will conduct a comprehensive review of the Country Club’s existing operations, including golf operations, clubhouse functions, food and beverage services, banquet and event operations, staffing, marketing, customer participation, programming, and overall management practices. The consultant will also evaluate historical and current financial performance, including revenues, expenditures, cash flow, operating efficiencies, revenue-generating opportunities, and long-term financial sustainability.
A key component of the project will be an evaluation of alternative management and operating models. These may include continuation of private management, direct Township operation, public-private partnerships, and other appropriate operating structures. Each alternative should be evaluated based on operational effectiveness, financial sustainability, community benefit, risk, capital requirements, and compatibility with the Township’s recreational objectives and applicable deed restrictions and legal requirements.
The study will also include an assessment of the physical condition of the Country Club’s facilities, infrastructure, and major capital assets. The consultant will identify immediate, near-term, and long-term capital needs and develop a prioritized capital improvement program that considers facility preservation, operational requirements, safety, customer experience, regulatory requirements, and financial feasibility. Particular attention will be given to the future potential and appropriate use of the banquet and event facilities and former swimming pool area.
Community and stakeholder engagement will be an important element of the project. The consultant will gather input from appropriate stakeholders and community members regarding current services, future programming, facility use, recreational needs, and opportunities to increase participation and community benefit. The consultant will present findings and recommendations to the Parks and Recreation Board and Board of Supervisors as requested.
The final deliverable will serve as the Township’s primary planning document for the future of Middletown Country Club. It will provide a recommended long-term operating and management model, a 10-year financial pro forma, prioritized capital investment schedule, assessment of revenue and community-use opportunities, and an implementation roadmap identifying key actions, priorities, and anticipated timelines.
The completed study will enable the Township and Board of Supervisors to make informed, data-driven decisions regarding the future management, operation, programming, maintenance, and investment in Middletown Country Club while preserving its role as a valuable municipal recreational and community asset.
