DDU Clinical Services and Supports Request for Proposals (RFP) Through this RFP, the ACS Developmental Disabilities Unit (DDU) Clinical Services and Supports RFP seeks one vendor to provide psychological evaluations which include, full scale IQ and adaptive testing scores, psychosocial assessments, and autism testing to children, adolescents, and adults with a suspicion of I/DD and are in need of documentation for services or are I/DD documented and are in need of home/community-based and clinic-based services. The evaluations will take place in either a home/community-based or a clinic-based setting, located within the five boroughs of New York City and surrounding counties. Competition Pool One Citywide Competition Pool to provide Home/Community-Based and Clinic-Based Evaluation Services. Anticipated Contract Terms - July 1, 2027, to June 30, 2030, with options to renew for one (1) additional three (3) year term. Anticipated Funding and Payment Structure - Total Anticipated Maximum Funding Amount $750,000 for the three-year contract term ($250,000 annually). - Estimated Number of Contracts: One (1). - Payment Structure: Contractor will be reimbursed using a rate structure based on an all-inclusive rate per service. Proposers may not propose a budget above the maximum available funding. Minimum Qualifications Proposers that do not meet ALL of the following minimum qualification requirements may be found non-responsive and will not move to evaluation: - Proposer’s organization must have at least one Clinical Psychologist with an active New York State license who is currently employed or under contract to perform services required under this RFP. - Proposer’s organization must provide certification as an approved New York State Office for People with Developmental Disabilities (OPWDD) provider/vendor. - Proposer's organization principal place of business (headquarters) must be located in one of the following Downstate New York counties: Bronx, Kings, New York, Queens, Richmond, Westchester, Rockland, Nassau, Suffolk, Putnam, or Orange. Questions Regarding this RFP - Questions regarding this RFP must be transmitted in writing to the Agency Contact listed on the View RFx screen in PASSPort. - Substantive information/responses to questions addressed at the Pre-Proposal Conference and those received subsequently will be released in an addendum to the RFP to all organizations that have an account in PASSPort, unless in the opinion of the Agency, the question is of proprietary nature. - ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date. The contractor will provide dedicated, licensed staff to conduct psychological evaluations including full-scale IQ and adaptive testing, psychosocial assessments, autism testing (CARS-3, ADOS-3), and capacity evaluations for consent. Evaluations must be completed within 30 business days (or 10 business days for expedited evaluations) and will take place in home/community-based settings, clinic-based settings, or ACS-designated locations. The contractor will handle approximately 350 evaluations per year, provide services in English and Spanish, participate in monthly meetings with ACS DDU, submit quarterly reports, and maintain all referrals and evaluations electronically.
