The New York City Department of Correction (“DOC”) invites expressions of interest and Information from qualified firms that can provide a modern visitor fingerprint identification systems - Visitor Fingerprint Identification System (VFIS) capable of replacing DOC’s legacy central visits fingerprint platform, which supports inmate visitation operations across DOC facilities. This RFI is issued for informational and strategic planning purposes only. Information gathered will help guide the development of a future procurement, in accordance with the City of New York’s Procurement Policy Board Rules and Local Law 1 of 2013 The purpose of this RFI is to: - Registers first-time visitors - Captures and stores visitor biometric data (fingerprints and photos) - Matches returning visitors against stored biometric records - Supports high-volume throughput at multiple secure correctional facilities DOC reserves the right to consider information obtained from responses to this RFI to develop a Request for Proposals (RFP) that would achieve the City’s objectives. The City shall issue a subsequent RFP at its sole discretion, and any response to this RFI does not guarantee either such solicitation of an RFP or consideration for subsequent award.

The RFI seeks information on a Visitor Fingerprint Identification System (VFIS) that can register first-time visitors, capture and store visitor biometric data (fingerprints and photos), match returning visitors against stored biometric records, and support high-volume throughput at multiple secure correctional facilities. The system must integrate with existing DOC visitor management applications, support on-premises, hybrid, or cloud-hosted deployment models, and provide DOC authorized access to biometric data with automated synchronization to a DOC-controlled data store. The selected solution provider would be expected to perform or manage the migration and reconciliation of existing records from the legacy system.
