This project will assist the Port in evaluating potential future uses for the property, compare alternatives, and establish a well-supported basis for decision-making, budgeting, and possible future implementation.

The scope includes property assessment (review building condition, structural integrity, functional layout, historical designations, utilities, accessibility, code compliance), market analysis (assess local and regional market trends, demand drivers, competitive supply, identify potential uses, estimate absorption rates, rental/sales values, long-term growth potential), regulatory and zoning review (analyze current zoning, land-use policies, development controls, identify rezoning or variance opportunities, review environmental and sustainability requirements), financial feasibility (prepare preliminary cost estimates for renovation, adaptive reuse, or redevelopment, model projected revenues, operating costs, return on investment, conduct sensitivity analysis), and risk and impact assessment (identify potential risks, evaluate social, cultural, and environmental impacts, incorporate Port's strategic goals).
