This Invitation to Bid (ITB) is to solicit for aerial seeding application services to reforest 5024 acres within the Willamette National Forest on land located East of Oakridge, Oregon. The contractor must provide one helicopter with a pilot, support and ground personnel, and all facilitating equipment for aerial seeding on 5024 acres at an average of 1.75 oz per acre on the Middle Fork Ranger District. Seeding must be accomplished during the November 1, 2026 to January 15, 2027 period, with work restricted during Cascade Elk Season from November 7, 2026, to November 13, 2026. Seed will be provided by the agency. The contractor must ensure seed is not left exposed to rain, wind, sun, or extreme temperatures, and must submit coverage files (KML or similar) to the agency within five days of completion of each unit. The contractor must also comply with all applicable Federal Aviation Regulations, Oregon state requirements, and environmental standards including hazardous materials storage, spill prevention, and staging area setbacks.
