Methodology Review of Highway Cost Allocation Studies

The successful proposer shall review the HCAS methodology by conducting both a high-level comparison to practices used in other U.S. studies and a detailed analysis of the data, assumptions, and models involved. This includes evaluating technical methods, cost allocation procedures, and assumptions related to system usage and roadway characteristics, while ensuring the study complies with constitutional requirements. The review shall also highlight findings and provide practical recommendations to improve transparency, fairness, and consistency in the methodology. Specific tasks include project management (kick-off meeting, weekly meetings), an in-depth review producing a draft list of evaluation criteria, draft outline, draft assessment, and final assessment, and a detailed review, evaluation, and report producing a draft outline, draft report, draft summary report, and final summary report and final report due by January 14, 2028. The proposer must also be available for up to three legislative meetings.
