The City of Phoenix is seeking a qualified consultant team to provide Engineering services for the Sub-Regional Operating Group 91st Avenue Wastewater Treatment Plant Aeration Rehabilitation Design. Services may include engineering analyses, design, permitting, programming, and possible construction administration and inspection services. The project site is located at 5615 S 91st Avenue, Tolleson, AZ 85353.
The 91st Avenue Wastewater Treatment Plant (WWTP) is located on a 560-acre site just east of 91st Avenue, south of Broadway Road and north of Southern Avenue. The plant is owned by the Sub-Regional Operating Group (SROG) and operated by the City of Phoenix. The facility has the capacity to treat 230 million gallons per day. Portions of the facility were built in the early 1960’s, and the facility has been expanded and modified since then. The facility treats the wastewater with various processes consisting of:
Screening
Grit removal
Primary sedimentation
Activated sludge with nitrification-denitrification
Secondary sedimentation
Disinfection by chlorine
Dechlorination (sodium bisulfite)
Both, primary and secondary, solids are thickened using centrifuges in the Solids Thickening Facility prior to digestion in sixteen anaerobic digesters. Digested sludge is dewatered using centrifuges in the Solids Handling Facility and then hauled off-site for land application.
There are multiple aeration basins on site, fed by process air from five blower buildings. Plants 1, 2, and 3 are fed by three blower buildings connected to a common air header. Unified Plants 01 and 05 are fed by a dedicated blower building, as is the Centrate Treatment Facility.
The City intends to engage the services of an engineering consultant team to provide design and construction administration and inspection services for the rehabilitation of the facilities and equipment used to provide air to the treatment process. This project will include the rehabilitation or replacement of facilities and equipment associated with providing process air, including, but not limited to:
Blower buildings
Roofs, drains, HVAC systems, bridge cranes, doors, and roll up doors;
Structural columns, beams, and system structural supports;
Electrical, instrumentation, and control systems including conduit and wire;
Motor control centers; and
Variable frequency drives.
Ancillary support systems
Air intake plenums;
Bag houses;
Filters;
Blower cooling systems; and
Air compressors.
Blowers
Motors;
Piping;
Guide vanes;
Valves;
Programming; and
Instrumentation and controls.
It is anticipated the design and construction necessary to complete the project scope will occur over multiple fiscal years with multiple construction, equipment procurement and equipment installation packages being required.
Based on the 91st Avenue WWTP Facility Assessment, assessment updates, and previously completed work, the selected engineering consultant will review and prioritize the project scope items and make recommendations for the rehabilitation and replacement of equipment, facilities, and systems necessary to meet the project goals.
Design services by the engineering consultant may include, but are not limited to, the following:
In conjunction with City Engineering, Plant Operations and Maintenance staff, and the selected Construction Manager at Risk (CMAR), the Engineering consultant will:
Conduct field review(s) of the equipment, facilities and systems identified in previous process air facility assessment to identify, catalog, and prioritize the assets to be rehabilitated or replaced;
Perform assessment site visits to the 91st Avenue WWTP. The intent of assessment site visits is for the engineering firm and City personnel, including engineering, and operations and maintenance staff, to jointly observe, discuss, and assess existing conditions of plant air process facilities and equipment, and identify needs for repair or replacement, along with equipment preferences. The evaluation is intended to confirm baseline needs for repair or replacement of equipment and associated items to be included in the preliminary design.
Identify the scope, level and detail of construction drawings necessary to accomplish the project objectives. It is anticipated the replacement of most assets may require minimal construction drawings. At a minimum, only structural, electrical or control work requiring permitting will require construction drawings;
Develop an initial schedule for the rehabilitation and replacement of the assets. Schedule shall be prioritized based on the results of the field review(s), shall include and be cognizant of plant operations and maintenance schedules, and incorporate input from the CMAR regarding need for detailed design packages, equipment procurement schedules, and construction timeframes; and
Perform necessary engineering and life-cycle cost analyses to provide recommendations for replacement equipment.
Compile existing record drawings of the process air facilities and conduct field surveys as required to provide accurate base drawings for those tasks requiring construction drawings;
Develop a complete set of contract documents including construction drawings and specifications adhering to current City standards, regulatory guidelines, and requirements;
Attend regular meetings with the project team to discuss, coordinate, and review the work progress and budget, resolve design issues, and document meeting minutes;
Obtain all required permits for the construction and operation of the modifications;
Provide all required services as necessary to implement alternative design reviews, constructability reviews, and quality control reviews that may be performed by the CMAR;
Provide design services including agency coordination, preparation of preliminary, pre-final and final plans, consultation regarding the CMAR models and final cost proposal, and assistance in the bid evaluation and recommendation of contract award;
Provide design services including agency coordination, and preparation of preliminary, pre-final and final contract documents;
Provide consultation regarding the CMAR cost models and final Guaranteed Maximum Price (GMP) proposal review, and prepare recommendation of contract award;
Review and provide recommendations on value-engineering proposals developed by the CMAR;
In conjunction with City engineering, plant operations and maintenance staff, the Water Asset Management (WAM) Core Team and the selected CMAR, the engineering firm will coordinate the updating of the WAM system and database and ensure the completeness and accuracy of information provided to the WAM system;
In conjunction with City engineering, and plant operations and maintenance staff, the engineering firm will provide necessary programming services to update and modify the facility’s computer control and information systems as a result of work within this project; and
In conjunction with City engineering, plant operations and maintenance staff, and the selected CMAR, assist with the development of necessary maintenance of plant operations plans in order to avoid disruption of the treatment process.
Construction administration and inspection (CA&I) services by the engineering firm may include, but are not limited to, the following:
Conduct pre-construction conference and hold subsequent meetings, as necessary, with the project team;
Perform on-site examination of materials, equipment, and workmanship as necessary during construction;
Keep the City informed of the progress of the work, guard the City against defects and deficiencies in such work, and disapprove or reject work failing to conform to the contract documents;
Provide quality control services during the course of construction to ensure the overall technical correctness, of the construction phase services, is being followed, and the construction schedule is being met;
Arrange and coordinate special inspections for structural, mechanical, and electrical work, as required;
In conjunction with City engineering, plant operations and maintenance staff, and the selected CMAR, the engineering firm will coordinate the tagging of rehabilitated or replaced assets and, with the WAM Core Team, will update the WAM system and database and ensure the completeness and accuracy of information provided to the WAM system;
In conjunction with City engineering, and plant operations and maintenance staff, the engineering firm will provide necessary programming services to implement updates and modifications to the facility’s computer control and information systems as a result of work within this project;
In conjunction with City engineering, plant operations and maintenance staff, and the selected CMAR, assist with the execution of necessary maintenance of plant operations plans in order to avoid disruption of the treatment process;
Review operations and maintenance manuals for completeness and adherence to City standards and requirements;
Provide start-up assistance and training services;
Prepare and review project documents (e.g. correspondence, schedules, submittals, shop drawings, test data, project data, contractor progress payments, change orders, etc.);
Conduct a substantial and final completion inspection; and
Prepare and provide all project closeout documents as required by the contract documents, including, but not limited to, Record Document and Record Drawings.
Use of UNIFIER, an Application Service Provider (ASP) web-based project management database, may be required. The following information provides a guideline for utilization. Any questions related to the requirements of UNIFIER should be directed to the Project Manager.
The Consultant will be required to maintain all project records in electronic format.
The City provides an ASP web-based project management database which the Consultant will be required to utilize in the fulfillment of the contract requirements.
The Consultant shall provide a computerized networked office platform with broadband internet connectivity.
UNIFIER training will be provided through the City of Phoenix to firms under contract.
4. Pre-Submittal Meeting
A pre-submittal meeting will be held at 11:00 am, Phoenix time on Monday, October 5, 2026, at Phoenix City Hall, 200 W Washington St., 9th Floor Training Room AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested firms attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be directed to the Contracts Specialist.
