The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction services and complete construction services for the ADVANCED WATER PURIFICATION PILOT DEMONSTRATION FACILITY 2-STEP CONSTRUCTION MANAGER AT RISK SERVICES project. The selected CMAR will work as a team with the designer of record engineering consultants, and City staff to ensure an efficient design approach for the project. The project site is located north of the existing 91st Avenue Wastewater Treatment Plant (WWTP) at 5615 S. 91st Ave, Tolleson, AZ 85353. The estimated construction cost is $20 million. The work to be performed under the contract resulting from this RFQ may be supported by federal funding and, will be subject to all applicable federal regulations, policies, and procedures, including but not limited to Davis Bacon Act prevailing wage requirements, Build America, Buy America Act (BABA), and American Iron and Steel (AIS) requirements.
This project will be funded in part by the U.S. Bureau of Reclamation. Respondents are advised to review the requirements outlined in Attachment AA, which includes the Department of the Interior’s Office of Grants Management guidance. Compliance with all applicable federal regulations is mandatory.
The Advanced Water Purification Pilot Facility, located north of the existing 91st Avenue WWTP, will focus on pursuing a long-term, reliable, and sustainable drinking water resource through the development of advanced water purification facilities and represents a critical step in evaluating future full-scale implementation. The AWP Pilot Facility will treat and convey Class B+ non-potable reclaimed water from the 91st Avenue WWTP and treat the reclaimed water with Advanced Purification Processes to produce potable water. The facility will be designed and constructed to provide a treatment capacity of up to approximately 200 gallons per minute (0.29 MGD).

It is anticipated that the design and construction necessary to complete the project scope will occur over multiple fiscal years with multiple design packages. Contractor is required to develop multiple cost models at various milestones, including Final Guaranteed Maximum Price (GMP) packages or long lead equipment and instruments.
The Construction Manager at Risk will begin with the firm in an agency support role for preconstruction services. The CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. The CMAR will be responsible for construction means and methods, and will be required to solicit bids from prequalified subcontractors to perform the work using the City’s subcontractor selection process. The GMP must be submitted in MAG or CSI format or it will not be accepted.
A. Preconstruction phase services by the CMAR may include the following:
Attend and participate in design progress meetings with the engineering consultant(s) and City staff
Provide accurate detailed cost model estimates at key milestones, including 60%, 90%, and final design phases and based on the knowledge of current marketplace conditions
Provide project planning and scheduling
Construction phasing and scheduling to minimize interruption of City operations
Provide alternate systems evaluation and constructability studies
Advise City on ways to gain efficiencies in project delivery
Provide long-lead procurement studies and initiate procurement of long-lead items
Assist in the permitting processes
Protect the owner’s sensitivity to quality, safety, and environmental factors
Advise the City on choosing green building materials
Provide page by page drawing and specification review to determine effectiveness to eliminate vagueness for constructability
Conduct clarification and assumptions review with design firm.
B. Construction phase services by the CMAR may include:
Select subcontractors/suppliers for this project
Prepare a subsequent Guaranteed Maximum Price (GMP) proposal for City’s approval
Coordinate with City of Phoenix departments, other agencies, utility companies, etc.
Conduct construction progress meetings with the project team
Arrange for procurement of materials and equipment
Schedule and manage construction site operations
Bid, award, and manage all construction related contracts while meeting City bid requirements including the local and SBE participation goal
Provide quality controls
Bond and insure the construction
Address all federal, state and local permitting requirements
Maintain a safe work site for all project participants
The CMAR will be required to maintain all project records in electronic format.
Provide operations and maintenance manuals for new equipment and ensure their completeness and adherence to City standards and requirements
Provide start-up assistance
Provide training services as required
Provide commissioning services
Prepare and review project documents (e.g. correspondence, schedules, submittals, shop drawings, test data, project data, progress payments, change orders, as-built drawings, etc.)
Use of UNIFIER, an Application Service Provider (ASP) web-based project management database, may be required. The following information provides a guideline for utilization. Any questions related to the requirements of UNIFIER should be directed to the Project Manager.
The CMAR will be required to maintain all project records in electronic format.
The City provides an ASP web-based project management database which the CMAR will be required to utilize in the fulfillment of the contract requirements.
The CMAR shall provide a computerized networked office platform with broadband internet connectivity.
UNIFIER training will be provided through the City of Phoenix to firms under contract.
4. Pre-Submittal Meeting
A pre-submittal meeting will be held at 1:00 pm, Phoenix time on Thursday, October 8, 2026, at 200 W. Washington St., City Hall, 9th Floor, Training Room AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested firms attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be directed to the Contracts Specialist.

4. Project Management Approach
Describe your firm’s project management approach and team organization during design and construction phase services. Describe software systems and processes used for planning, scheduling, estimating, and managing construction. Briefly describe the firm’s experience on quality control, dispute resolution, and safety management.
Attached to this Request for Qualifications is the City of Phoenix general subcontractor selection plan (see Exhibit A). Describe how you intend to implement a subcontractor selection plan including your recommendations for subcontractor trades to be selected by qualifications only vs. qualifications and bids; and discuss the benefit that your subcontractor selection plan provides to the project.
Describe the firm’s safety management approach, including but not limited to: OSHA compliance, hazard identification and risk mitigation, workforce training/education, emergency response and incident management, monitoring and continuous improvement.

5. Reference Checks
