The City of Phoenix invites sealed offers for Emergency Power Supply Systems Preventative Maintenance, Testing and Repair Services.
The Effective Date of this Agreement will be upon final signature and recording by the City Clerk’s department.
The Commencement Date of this Agreement will be upon December 1, 2026 which is on or after the ordinance approved start date or the contract term start date that the Phoenix City Council approves or the Effective Date, whichever is later.
The term of this Agreement will be for five years, beginning on the Commencement Date, with no options to extend.

Notwithstanding the foregoing, this Agreement will terminate upon
the earliest occurrence: by reaching the end of the term including any extensions exercised, or termination pursuant to the provisions of this Agreement.
Background
The City of Phoenix relies on its Emergency Power Supply Systems, including Industrial Generators and Automatic Transfer Switches (ATS), to maintain essential services during utility outages, extreme weather events, and planned electrical work. These systems ensure that key public operations, safety functions, and facility infrastructure remain powered without interruption when normal electrical service is unavailable.
Because these assets operate in demanding conditions and may remain idle for long periods between events, regular preventative maintenance is critical. Components such as engines, fuel systems, batteries, cooling systems, and ATS controls can degrade over time due to heat, dust, vibration, and environmental exposure common in the Phoenix area. Without consistent inspection, testing, and timely repairs, the risk of system failure increases potentially impacting public services and operational readiness.
This project seeks a qualified vendor who can provide dependable maintenance and repair services that keep the City’s emergency power systems fully functional, compliant, and ready for immediate operation. Clear communication, thorough documentation, proactive issue identification, and strong technical expertise will be key factors in ensuring long-term reliability. A vendor who excels in these areas will help the City minimize downtime, reduce unexpected repair costs, and maintain confidence in the performance of its emergency power infrastructure.
