Pursuant to State Finance Law §139-j and §139-k, this solicitation includes and imposes certain restrictions on communications between the University and potential bidders during the procurement process. Failure to adhere to this provision may result in the disqualification under the NYS Procurement Lobbying Act. Bids must be submitted in accordance with the instructions contained in the Information for Bidders. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid.
